OXFORDSHIRE 14-19 AREA INSPECTION AND ACTION PLAN

Consequences for key professionals and groups involved with 14-19 provision
Group or person

Purpose

Oxfordshire 14-19 Strategy group

To improve participation and achievement levels in education and training by:

  • Creating a whole county strategic 14-19 framework.
  • Expanding this framework to a more detailed strategic plan.
  • Maintaining an overview of the implementation of this plan
  • Agreeing the role and accountability of an Oxon 14-19 facilitator and agree day to day reporting and accountability.
  • Creating structures and protocols for the development and /or enhancement of local 14-19 consortia.

Oxfordshire 14-19 Facilitator

Two year appointment (paid for from additional LSC LID funds ) to take forward the Oxfordshire 14-19 strategic plan including.

  • Proactively working with partners to ensure implementation of the Oxfordshire 14-19 post inspection action plan.
  • Managing the Local Intervention and Development fund budget associated with the action plan.
  • Progress reporting to the Oxon 14-19 steering group
  • Actively liaising with all those involved in provision and support of the education and training of these young people
  • Facilitating the setting up and effective functioning of local consortia
  • Acting as a conduit from consortia to the Oxon 14-19 steering group.

Local Consortia

To build on and extend the localized good practice identified in the Inspection report to improve the engagement and achievement of young people in education and training by working collaboratively to:

  • Jointly own the need for raised local participation, retention and achievement.
  • Ensure all young people have access to prospectuses, talks etc that cover the full range of options including schools, FE and work based learning.
  • Maximize smooth progression routes for learners at transition points by working together to identify and address impediments to success. (E.g. By taking account of syllabus or teaching style discontinuities.)
  • Offer a choice of courses that is both wide and as responsive as practicable to the needs of learners and employers.
  • Enable cost-effective provision of subjects so as to avoid inappropriate duplication and maximize the survival of minority subjects
  • Engage in such sharing of human and material resources or training as may be mutually beneficial.

High Level Special Needs Group

To improve progression opportunities for students with learning difficulties and those at risk of disengagement from the learning process including:

  • Auditing and exploring ways of supporting local institutions to accommodate SLDD students in-county including evaluation of whether new-build residential provision is a necessary and cost effective strategy.
  • Exploring ways of reducing the risk of educational disengagement of 14-19 year olds by collaborative work across the sectors.

Data Group

To bring together those with access to, or responsibility for, data and statistics so as to make available data that serves the needs of a wide range of users and in particular:

  • provides an improved basis for evidence based target setting within Oxfordshire both at institutional, sector and county level.
  • Improves transparency of outcomes across educational sectors.
