OXFORDSHIRE TEENAGE PREGNANCY PLAN

Action Plan For the Teenage Pregnancy Strategy for 2002/3

ACTION NEEDED TO SUSTAIN AREAS OF STRENGTHS:

  1. Local Co-ordination Arrangements

    • Develop formal partnership agreement between OCC and Oxford City PCT on the position and management of the Teenage Pregnancy Co-ordinator within both organisations.

  1. Better Prevention: Sex & Relationships Education (SRE)

    • Funding for Bodyzones to be mainstreamed (as is happening in most parts of Oxfordshire)
    • City PCT consider funding the Peers School Bodyzone (formally funded by Teenage Pregnancy LIF).
    • Explore whether the HIV Prevention Budget (held by Oxford City PCT on behalf of all PCTs) could provide funding to the Space YP Project.
    • Ensure the HIV Prevention Budget continues to fund the SRE PHSE Advisory Teacher (employed by Education).

  1. Better Prevention: Services

    • PCT Sexual Health Working Groups to consider recommendations of GP Audit.
    • PCTs to remain involved in the planning of the GP Confidentiality Training sessions.

  1. Better Support for Teenage Parents

    • Teenage Pregnancy Partnership Board to continue funding the Health Liaison Worker post. Mainstream funding opportunities to be explored for this post over the next few years.
    • Explore the feasibility of OCC and Oxford City PCT to maintain and increase their commitment to Young Parent Support Groups (by releasing professionals to run these Groups as part of their remit or through providing resources for these Groups to be run).
    • Connexions Local Management Committee to continue supporting the development of the Connexions & Teenage Pregnancy Action Plan.

ACTION TO ADDRESS DEVELOPMENT NEEDS:

  1. Local Co-ordination Arrangements

    • Reporting mechanism to be developed to the Children’s Programme Board.
    • Teenage Pregnancy Annual Report (every March) to be signed off by the Chief Executive Committee of OCC & Oxfordshire PCTs.
    • Meeting with Early Years Development & Childcare Partnership (EYDCP) to explore how teenage pregnancy issues are being tackled by the EYDCP.
    • Developing Work Plan for linking between Connexions, Information Advice Network and Teenage Pregnancy Partnership Board.
    • Mapping Project being conducted to assess access to services for young people throughout Oxfordshire.

  1. Media and communications
    • Links with the Communications Teams in both OCC and PCTs to be developed.

  1. Better Prevention: Sex & Relationships Education (SRE)
    • See SRE Action Plan – available on request.

  1. Better Prevention: Services
    • PCT Sexual Health Working Group to explore how they can formally input in the development and implementation of the Teenage Pregnancy Strategy in their local areas.
    • PCT Sexual Health Working Groups (& the Oxfordshire Sexual Health Strategy Group) to take note of the Findings from the Mapping Project (when it is completed in January 2003) and explore how to improve access to contraception and emergency contraception for young people (especially those in rural areas).
    • PCTs to support the development of a pilot Emergency Hormonal Contraception for Under-20s under Patient Group Direction through Community Pharmacies. Teenage Pregnancy LIF could initially fund this pilot with interested pharmacies in high rate teenage pregnancy areas.

  1. Better Support for Teenage Parents

    • Education Department to review the provision of support for the reintegration of young (expectant) mothers to remain in full time education, and to develop a schools protocol on support of young (expectant) mothers of compulsory school-age to remain in appropriate education.
    • EYDCP to acknowledge the specific needs of young parents for childcare, and work with TP Co-ordinator to develop an Action Plan to meet these needs.
    • All Housing Departments to ratify the Supporting People Strategy for Teenage Parents and continue to be actively involved in the Oxfordshire Teenage Pregnancy Housing Working Group led by Supporting People (Young People’s Lead) and the TP Co-ordinator.
