The crossing in Oakley Road is proposed in order to provide a crossing nearer the desire line of pupils going to Mill Lane school. The current SCP location (which will be retained) is too far east for this route and is well placed for children going to St Andrew’s school. However, the catchment area for Mill Lane school is soon to include this area of Chinnor, thus a crossing further to the west of the SCP is required. Whilst it is inevitable that hold-ups will occur when the crossing is in operation, those would be for a short time only. Such a facility would also add to the traffic calming effect along this busy road. It is possible that owners will have difficulty exiting their property, but may result in residents being allowed into the traffic stream. They do agree, however, that a crossing is required. Relocating the crossing would create the same difficulties for other properties, not solve any difficulty. As this site is close to the identified route it is considered more likely that it will be used here. A location adjacent to the petrol station was originally proposed, but relocated after consultation due to the busy nature of the accesses there, serving the petrol station and a supermarket. Whilst no cycle facilities exist at present, these measures are proposed and are included in this report as footway conversions. This objection was received when the crossing was proposed outside the petrol station. After consultation the location has been amended to a location further north east. |

The zig-zags would extend along the frontage of the property and prohibit parking. However, it is essential that parking is stopped. Whilst this is inconvenient, the safety it will provide for those crossing Station Road is significant. Unloading a few metres away would be permitted and should be close enough not to be too inconvenient. |

Parking around the build-outs would block the road and would not be advised, thus parking there is potentially lost. (No restrictions are proposed). However, there are no restrictions in the area, thus parking is available elsewhere. The features have been designed in order to reduce the inconvenience to driveways. They are situated to allow vehicles to turn around them. Whilst the crossing point is over the brow, this is the current crossing position and cannot be changed. The advance build-out will have already warned, if not slowed, approaching traffic of these features. Whilst delay in exiting may occur, due to queuing traffic, it may help owners into the traffic and, in the long term, the traffic calming may reduce traffic numbers as drivers wish to avoid the measures. |

No dual-purpose footways to be constructed.

Whilst there is some increased risk of accidents on the footway experience elsewhere in the county suggests that this is small - certainly much smaller than the risk to cyclists (especially young ones) on the carriageway. The volume and type of traffic using Oakley Road, Estover Way and Mill Lane are such that young children (and their parents) would be reluctant to cycle on those roads. In safety terms, the frequency and severity of accidents between car and cyclist are greater than that between pedestrian and cyclist. If all parties were to be responsible and considerate there would be few problems. Schools will be instructing pupils to behave on such facilities as part of the BWTS project. Legal liability, will, as now, fall on those responsible for any accident. |
