ITEM EX6 - ANNEX 3EXECUTIVE – 28 MAY 2002PUBLIC SERVICE AGREEMENT
COMMENTS OF THE CORPORATE GOVERNANCE SCRUTINY COMMITTEE
Key Points Arising from Debate at the Meeting on 16 May 2002 GeneralExecutive members should be linked to targets Targets should also have ‘member champions’ Achievement of targets could be vulnerable when a partner organisation is involved in delivery Reward sharing within Oxfordshire County Council and with partners should be clarified Particular care is required with small target areas (ie ‘children in care exams’) Timespans are required for all targets An indication is required as to whether targets can be achieved through existing or new funding, and how they will benefit communities Information is required about targets beyond 2006 Specific‘Bus use’: The target to ‘improve bus use’ was vulnerable due to commercial pressure ‘CS’ Department The acronym could confuse (‘Corporate Services’/’Cultural Services’) ‘Fire related deaths’: The target to ‘reduce fire deaths in the home’ was vulnerable due for example to arson ‘Footpaths’: Scrutiny considered whether this target should also include the maintenance of pavements and roads (accepting that these are very challenging areas) ‘Waste recycling’ and ‘waste reduction’: The reasons for not
prioritising the waste reduction target was queried
