PUBLIC SERVICE AGREEMENT

ASSESSMENT OF POTENTIAL PSA TARGETS: CRITERIA FOR ASSESSMENT

The criteria which were applied are set out below. They were used as an aid to the exercise of professional judgement by members of the PSA Support Group.

Deliverability

Likelihood of flexibilities being granted; level of OCC control and influence; sensitivity to unforeseen events; budget stability; past performance; level of stretch required

Acceptability

Extent to which targets would be acceptable to Government as part of a PSA

Community Impact

Meeting a particular community’s real or perceived needs; recognition by the community as of value

Partnership

Range of partners; extent of partner involvement

Cost Benefit

Will cost exceed the pump priming allocation

Policy

Extent to which delivers Government and OCC key policies

Vision

how visionary would target appear to practitioners, to relevant communities, to the public
