Increase accessibility/usability of the rights of way network and broaden public use and confidence. Way marking to increase confidence in users (derived from annual 5% surveys). Improving access for disabled and less mobile by programme of removing stiles, replacing with fully accessible gates where needed for stock control. Improving public knowledge of where to go, how to find the information they need and how to behave responsibly in the countryside

Increase the percentage of pupils obtaining 5 or more GCSEs at grades A*-G (or equivalent) including maths and English

To achieve an increase in public satisfaction with public transport information from the base of 46% in 2001-02 to xx% by 2005-06 (as measured by BVPI 103) and to xx% by 2005-06.

XX % of all major road works and any changes to proposed works to be shown on the Council’s website within a day of agreement. All emergency works to be posted on the web site within 2 hours of our being aware of them by XXXX. Automatic electronic notification of all works to Thames Valley Police, emergency services, the local media and bus companies by XXXX. XX% of bus companies and the public respondents to surveys satisfied with the accuracy and appropriateness of the information.

Reduce the incidence of accidental fire-related deaths in the home by 20% averaged over the 5-year period to march 2004 compared with the average recorded in the 5-year period to March 1999.

Improve the life chances of children in care by giving them the care and guidance needed to narrow the gap by 2004 between the proportions of children in care and their peers who are cautioned or convicted.

Reduce the percentage of people under the age of 25 reporting the use of Class A drugs by 25% by 2005 (and by 50% by 2008).

Increase the participation of problem drug users in drug treatment programmes by 55% by 2004 and by 100% by 2008.

Over the 3 years to 2004, increase the employment rates of [the listed] disadvantaged groups and areas, taking account of the economic cycle, and reduce the difference between their employment rates and the overall rate: people with disabilities.

Provide high quality pre-admission and rehabilitation care to older people to help them live as independently as possible, by reducing preventable hospitalisation and ensuring year on year reductions in delays in moving people over 75 on from hospital. At least 130,000 are expected to benefit from this care and progress will be monitored in the Performance Assessment Framework.
