WOODSTOCK: HENSINGTON ROAD, SHIPTON ROAD, FLEMINGS ROAD, PRINCES RIDE AND CADOGAN PARK TRAFFIC CALMING PROPOSALS

Responses to Formal Consultation

  1. Woodstock Chiropractic Clinic: Considers the calming measures are unjustified and would have an adverse effect on his clients, many of whom have spinal injuries
  2. Comments: The calming measures proposed are not severe; clients approaching the business from the A44 direction would need to pass over only one set of cushions.

  3. Resident of Princes Ride: Considers the calming measures are unjustified and environmentally intrusive and will affect value of house.
  4. Comments: The measures proposed for Princes Ride are intended to deter traffic diversion arising for the calming measures in Hensington and Shipton Roads. The measures have been used extremely sparingly and it is not anticipated that they will have any appreciable adverse environmental effects.

  5. Resident of Parkside: Supports calming measures in Cadogan Park and Princes Ride, but requests that the set of cushions proposed between Parkside and The Ley is sited closer to the Parkside junction to reduce speeds further, as visibility at the Parkside junction is very restricted.
  6. Comments: Visibility at the Parkside junction is restricted; the current location of the cushion should still help moderate speeds here; although there may be scope to relocate the cushions slightly nearer the Parkside junction; any substantial relocation will require formal re-advertisement of scheme.

  7. Residents of Brook Hill: Support proposed zebra crossings and 20mph speed limit, but considers speed cushions unnecessary and that these will lead to traffic diverting to Brook Hill, Green Lane and Union Street.
  8. Also consider cushions will displace parking adding to parking pressure

    Comments: The likelihood of traffic diverting to these roads is debatable (these roads were not identified by Woodstock Town Council as meriting counter measures during preliminary consultations); however if the scheme is progressed, before and after traffic monitoring will be carried out to determine the need for possible counter measures. As most of the proposed cushions are on lengths of road where waiting is prohibited, or where there is currently very little on street parking, they should not appreciably add to parking problems.

  9. Resident of Shipton Road: Objects to the proposed zebra crossing by Woodstock Primary School on the grounds of loss of on street parking near one of the gates to her property, and also access problems for school buses.
  10. Comments: The zig zag markings for the proposed zebra crossing will impose a waiting prohibition over approximately a 40m length of Shipton Road; 5m of this is adjacent the frontage of Mrs Giraud’s property (the remaining 40m of the frontage is not affected by the zig zag markings). Although the majority of the frontage will therefore be unaffected by the zig zags, I accept there will be some displacement of parking which could lead to occasional inconvenience.

    Neither of the schools have identified any problems with the proposals in respect of access for school buses.

  11. Resident of Shipton Road: Expresses some concern over any adverse effects of the zebra crossing by Woodstock Primary School may have on accessing the driveway to the property.
  12. Comments: Although the proposed zebra crossing is close to the access to the property, it should not give rise to access problems.

  13. Resident of Briar Thicket: Objects to the proposed calming measures on Cadogan Park, Princes Ride and Flemings Road on the grounds of lack of need, environmental intrusion and vehicle damage, and suggests a 20mph speed limit as a more suitable alternative.
  14. Comments: The form of traffic calming proposed are not severe and should not give rise to the potential problems identified.

  15. Resident of Hensington Road: Objects to the proposed cushions 27m South West of Boundary Close (outside his property) on the grounds of noise and vehicle emissions and suggests an alternative location.
  16. Comments: Experience with other schemes using cushions suggests that the risks of additional noise and vehicle emissions arising from the cushions are low.

  17. Resident of Princes Ride: Expresses concern over possible environmental intrusion, loss of parking and efficacy of proposed cushions near his property; suggests that traffic monitoring to determine the extent of any traffic diversion would be prudent prior to introducing measures here.
  18. Comments: The measures proposed are unlikely to cause the environmental problems outlined; deferring consideration of the need for measures on this route until after the proposed measures in Shipton Road and Hensington Road are constructed (if approved) would be an option, and has previously been suggested to Woodstock Town Council.

  19. Resident of Shipton Road: Objects to the calming proposals on grounds of inconvenience, adverse effect on safety, discomfort, vehicle damage and need.
  20. Comments: Traffic calming schemes typically result in substantial improvements in safety; the type of measures proposed are very unlikely to result in the potential problems identified.

  21. Resident of Shipton Road: Requests that consideration be given to reducing the zig zag markings at the proposed zebra crossing by nos 9 to 13 Shipton Road to allow a visitor to park outside the property.
  22. Comments: the request will be considered, but it is likely that safety audit considerations will require the proposed zig zag markings to be laid as currently shown should the scheme be approved.

  23. Thames Valley Police: No adverse comments on the proposals, though the location of the proposed zebra crossing by the Marlborough School is queried (on the grounds that usage would be low).

Comments: The Marlborough School have confirmed that would prefer to retain the crossing in its current position as this will improve safety for children crossing between the main school site and the playing fields.

Additionally, letters were received from Woodstock Primary School and a resident of Shipton Road regarding queries over the design of the scheme in the vicinity of Woodstock Primary School which have now been clarified.
