NAME OF SCHEME: Grimsbury Early Excellence Centre, Banbury

BASIS OF ESTIMATE: Initial Cost Estimate
This project will build a 30-place nursery class with associated facilities including office, stores, covered play and play area to the standard of the Foundation Stage Brief. There would also be a new 20-place crèche and 24-place day care provision with associated facilities. The existing playgroup/crèche room at the East Street Centre would be upgraded for use as a playgroup.
The area head’s office would be converted into storage to provide access from the hall to the outside. The existing admin area will be converted into a rest area with the refreshment facilities. The existing nursery would be converted into several rooms to include the head’s office, BANCEC office, general office and social area. The toilets generally would be upgraded and there will be a new entrance and reception area.
This part of Banbury has been identified within the Early Years Development Plan as a key area requiring development and increased provision and on this basis a specific bid for Early Excellence status was made to the DfES. An assessment has been made of the impact of these changes in terms of improved life chances and educational standards through early access to good early years provision. There are no other options as funding the project is directly related to specific grant funding.
The total costs inclusive of fees are £867,511. £659,911 is coming from the DfEs Early Excellence Programme. The remaining £207,600 is coming from matched funding contributions. The Executive have approved £125,000 of this from Early Years grant budgets. The remainder is expected from bids to the Learning and Schools Council for Adult and Community Learning and crèche development. The outcome of these bids will be known in the near future.
There is an additional £100,000 from the DfES programme for 2 years. There is also an anticipated subsidy from the Neighbourhood Nursery Initiative and potential for income generation. The existing users of the Centre will, however, continue to pick up most of the costs.
This project will require appropriate planning permissions and latest environmental requirements in relation to new buildings will be included. ROY
