The road network is divided into Categories 1,2,3,and 4 according to the volume of lorry traffic on the roads, Category 1 being the most heavily used and Category 4 the least used. The number of lorries is a major influence on the repair needs of roads and has a reliable relationship to the total amount of traffic and maintenance standards generally.
