NAME OF SCHEME: Harwell Primary School – Early Years Unit

Start Year: 2002/03

BASIS OF ESTIMATE: WS Atkins estimate based on current sketch scheme

  1. DESCRIPTION OF PROJECT
  2. Members will be aware of the proposal to close Harwell Nursery School with provision in the area transferring to Harwell and Chilton Primary Schools. The scheme at Harwell allows for new reception, cloakroom, office, resource area and Early Years’ unit and storeroom and a new Key Stage 1 storeroom. The Early Years’ unit will also include new external store, entrance and cloak area with the Head’s office being converted to a disabled WC. There will be the inclusion of external canopies, 120 sq metres of new garden area with associated fencing and gates and new hard play of 360 sq metres. A number of existing doors and windows are also to be replaced.

  3. JUSTIFICATION AND ASSESSMENT OF NEED
  4. An assessment has been done of the need for Early Years’ provision in the area given the closure of Harwell Nursery and revenue funding has been provided through Early Years to fund this project so that appropriate provision is in place when the nursery school closes.

  5. OTHER OPTIONS
  6. There are no other options given that the closure of Harwell Nursery School and the above strategy was agreed by the former Education Committee.

  7. FINANCIAL IMPLICATIONS
      1. Capital
      2. The estimated total cost of the scheme, inclusive of fees, is £238,000.

        £186,416 will be found from Early Years’ Revenue Funding as identified within the Minor Works section of the Capital Programme. In addition a contribution of £26,908 will be provided by the school and the balance of £24,676 will be met from the NDS Condition budget (£20k 02/03; £5k 03/04) for the replacement of windows and doors.

      3. Revenue

    Revenue costs will be found from the school’s Fair Funding formula.

  8. ENVIRONMENTAL IMPLICATIONS

These will be met in accordance with the planning permission for the site. It is intended that the design within the existing building will lead to cost savings through better environmental construction.
