  1. Do you accept that in order to delegate a further £3.5m to achieve the 87% delegation target for 2002/03, it is necessary to delegate the budgets for School Meals (Primary and Special schools) and SEN Statementing?

  3. In respect of the proposal to delegate the School Meals budget to Primary and Special schools, do you agree with the proposal that CFM should provide a simply buy back option whereby schools would pass back the formula allocations for school meals.

  9. Do you agree with the approach proposed for delegating the SEN Statementing budget whereby there would be no change to the present assessment process and determination of funding for pupils with SEN Statements, but the accounting arrangements changed so that the greater part of the budget is allocated prior to the start of the financial year as part of the formula?
