Recommend
approval subject to the following conditions;
- a nature reserve
be incorporated in the restoration plan
- there be a phased
programme of archaeological investigation
- full details of
the new access be submitted before any development commences
- as much of the
existing vegetation, particularly hedgerows are retained
- details of any
floodlighting or security lighting are submitted and approved by OCC
- dust suppression
measures are incorporated
- any temporary
operations are limited to 8 weeks in every 12 months
- the hours of operation
do not exceed those set out in the application
- full details of
the soil bunds and acoustic barriers are provided and thereafter implemented
in accordance with approved details
- noise limits should
be imposed for mineral extraction activities at Homestead Cottage, The
Flowing Spring PH, Botany Bay, Spring Lane Cottages and Lakeside cottages
-55dB LAeq (1 Hour) and 70 dB LAeq (1 hour) for temporary operations
- noise limits be
imposed for processing operations not to increase the L90 dB (A) y more
than 3 dB at Playhatch House, Willow Cottage and Dunsden Lodge.
Water
at Botany Bay.
Lafarge
appointed an independent hydrological consultant to investigate the
potential impact of the proposed working on the water supply at Botany
Bay. An existing borehole would be monitored as working moved towards
Botany Bay. Lafarge consider it highly unlikely that there would be
any effect on the water supply. Notwithstanding this point, a mains
water supply would be installed and Lafarge is willing for this to
be contained within a legally binding S106 Agreement.
Revised
Recommendation
The
Committee is RECOMMENDED that:
(a)
subject to a legal agreement to secure mains water to Botany Bay,
a footpath and long term management that Application No P05/E0130/CM
for the continuing sand and gravel extraction and progressive
restoration to water based nature conservation at Caversham Quarry
be approved subject to conditions set out in Schedule 1 to the
report PN6,
- the Head
of Sustainable Development be authorised to refuse the application if
the legal agreement referred to in (a) above was not completed within
10 weeks of the date of this meeting on the grounds that it would not
comply with OMWLP policy PE13 in that satisfactory proposals would not
have been made for the restoration and after use of the site.

Comments of Head
of Sustainable Development
Following
a site visit on 12 October by the County Council's Minerals and Waste
Monitoring officer and submissions by the site owners it is now clear
that conditions of the permission and the legal agreement are being
sufficiently adhered to. These conditions are noted in recommendations
(a) and (b) of the report PN8. The exception is the condition that
limits the height of waste, which is noted in recommendation (c).
Therefore
recommendations (a) and (b) of the report PN8 should be deleted.
