Erection of one single classroom prefabricated building for a temporary period ending at the end of August 2003, Marston Middle School, Raymund Road, Oxford

Development and Site (see plan):

As part of the Oxford Schools Review, St Nicholas First School (located immediately to the east of Marston Middle School) will from September 2002 be using an existing double classroom unit (currently used by Marston Middle School for music teaching) to accommodate their first batch of primary aged pupils. Marston Middle School will continue to function as a middle school until August 2003, and so there is a need to provide a replacement classroom for this lost music accommodation for one year until the school closes. The building is planned to be located in an enclosed grassed area. The existing school buildings lie to the south with playing fields to the north and west. Further to the north west is the Marston Ferry Road.

EN76 - Development to be in keeping with surrounding area.

EN93 (g) - Temporary buildings for schools.

Results of Consultations:

Oxford City Council – have yet to comment.

Old Marston Parish Council – no objections.

Oxford Preservation Trust – no objections.

County Archaeologist – no observations.

Environment Agency – no comments.

Any other representations received will be reported at the meeting.

Director’s Comments:

The temporary permission is only required for a period of one year. The building would be located to the rear of the existing school buildings in a small enclosed area bounded by screen hedging. There are no neighbours affected by the development which is considered acceptable.

Recommendation:

The Committee are RECOMMENDED, subject to consideration of any objections that may be received by the date of this meeting, to approve the application subject to the following conditions:

  1. Detailed compliance;
  2. Temporary permission – until the end of August 2003.
