EVALUATING
THE PAST WORK PROGRAMME
Purpose
The
purpose of this agenda item is for the committee to reflect upon its past
work programme – if you like to scrutinise scrutiny. Doing this activity
is very much in the spirit of continuous improvement that scrutiny represents
– it allows you to reflect upon the effectiveness of the first year of
the scrutiny function’s operation. To help you think about issues around
evaluation, effectiveness, control and independence some suggested questions
are included below.
Questions
- Was this item
addressing the right issues?
- Should it have
been on the agenda?
- Was the best
method chosen for dealing it – whole committee investigations during
the meeting, small task groups reporting back, full blown scrutiny review?
- Who put it
on the agenda, was it the Executive, an officer, or a Scrutiny Councillor?
- How much value
did it add (on a scale with 0 being none, and 5 being lots)?
- Did it help
the committee to challenge effectively?
- How robustly
did the committee use questions to interrogate the issue?
- Was the Review
Report debated effectively?
- What could
I have done to make the process even better?
- Was there much
community engagement with the issue?
