Draft Programme of Scrutiny Development

A number of issues for the development of the Scrutiny Programme were identified in Peter Binns indicative report with suggestions for improvements and the subsequent Action Plan produced by the Head of Scrutiny and adopted by the Co-ordinating Group on 31 January 2003. Set out below is a timetable for implementing the Actions identified in relation to the Scrutiny Committee Work Programmes:

May Round of Meetings:

Each Scrutiny Committee to Evaluate their Work Programmes thus far, with particular emphasis on balance of work; percentage of time spent on policy development; relevance to the Oxfordshire Plan and whether work programmes have been cross-cutting. Committees to agree a suggested criteria for assessing possible future items in the work programme.

Environment – Wednesday 7th May

Corporate Governance – Thursday 8th May

Community Safety – Monday 12th May

Social & Health Care – Wednesday 14th May

Learning & Culture – Tuesday 20th May

July Round of Meetings

Each Executive Member (with the relevant Director or Head of Service) to be invited to present to the relevant scrutiny committee what they see as the key issues and drivers facing their areas of responsibility over the next 2-3 years. All Directors to attend at least one other scrutiny committee to look at cross-cutting themes.

Executive Members for Learning & Culture and Schools and Keith Bartley to attend

Environment – Wednesday 2nd July

Executive Members for Strategic Planning & Waste and Transport and Richard Dudding to attend

Social & Health Care – Wednesday 9th July

Executive Members for Children & Young People and Community Care & Health and Charles Waddicor to attend

Community Safety – Monday 14th July

Executive Member for Community Safety and John Parry to attend

Corporate Governance – Thursday 17th July

The Leader and Deputy Leader of the Council and Richard Shaw to attend

End of July

All Scrutiny Members to attend participative training on the effective implementation of Work Programmes.

September Round of Meetings

Each Scrutiny Committee to undertake a fundamental review of its work programme to ensure that it is adding value to the Council’s work and is outcome focused and the best method of working to achieve that.
