ITEM CC7 - ANNEX 2

COUNTY COUNCIL – 10 FEBRUARY 2004

OXFORDSHIRE PLAN

Rationale for Proposed Amendments

Educational Attainment

The revised wording is more direct and accessible. PSA is not a term with high public awareness and deleting it does not detract from the description.

Foundation Stage Learning

Foundation Stage Learning is more specific than Early Years Provision. The proposed changes to the description clarify which ages of children are targeted.

Child Protection

The change in title clarifies the focus of the priority.

Delayed Discharges from Hospital

The change in title is more direct and accessible. Feedback from public consultation suggested a low understanding of the focus of the priority. PSA is not a term with high public awareness and deleting it does not detract from the description.

Support for Older People

The change in title is more direct and accessible. The words ‘each week’ do not add to the meaning of the description.

Public Transport

The original target was dependent on freedoms and flexibilities in the Public Service Agreement, which have not been forthcoming; therefore the revised target should be used. PSA is not a term with high public awareness and deleting it does not detract from the description. Helping rural areas is important but buses are often not the best way of serving small communities and alternative means should be explored where appropriate.

West End of Oxford

Feedback from stakeholders highlighted the need to point out the potential benefit for all people in Oxfordshire of the redevelopment and improvement of access to the West End of Oxford. A successful renaissance of the West End of Oxford would have to improve the transport infrastructure of the area and evaluating the feasibility of moving the station and progressing Expressway Oxford (GTE) will form an important part of the work.
