Summary of representations
in person
Mr
Darke expressed disappointment at the level of consultation undertaken
and requested consideration be given to reaching a compromise between
the needs of pedestrians and car parking in those communities where streets
were narrow and where parked cars had traditionally straddled the footpath.
He suggested that a Minimum Impact Zone would be better suited for introduction
in cul-de-sac rather than the Lakes as proposed and that restriction times
be changed to 10am until 4pm and highlighted potential problem in Ferry
Lane.
Mr
Kingshott advised that the County Council had undertaken more than the
legal requirement for consultation and that he scheme had been subject
to refinement even after the formal consultation process. With regard
to parking on footpaths this had been allowed where a minimum width could
be protected for pedestrians. With regard to the suggested change to restriction
times of 10 am until 4 pm he advised that that preference had not been
borne out by the results of the consultation.

Councillor Robertson stressed the importance of reviewing the scheme as
set out in recommendation (d).
Decision
Having
regard to the arguments and options set out in the documentation before
me, the representations made to me and the further considerations set
out above, I confirm my decisions on this matter are as follows:
(a)
approve the "Marston South" Controlled Parking Zone for implementation
subject to incorporating the following amendments to the advertised
draft Traffic Regulation Order as shown on Plan No. BPN20697/A3002:
- Croft
Close: Add Croft Close – The whole Road – to Schedule 4 Part
A, Postal Addresses for Eligibility to Apply for Permits;
- Crotch
Crescent: Change the restriction outside No 38 Crotch Crescent

authorise the Head of Transport in liaison with the Cabinet Member for
Transport to carry out any further minor amendments that may be required
when implementing the proposed parking zone;
(d) instruct
the Head of Transport to review the scheme in 18 months time, subject
to staff resources being available to carry out this work.
