Membership

Fran Ryan, a non-voting co-opted member of the Committee representing the business community, has resigned from the Committee due to an increasing personal workload.

The Chair proposes to invite members and the business community to suggest nominations for the vacancy and together with the Deputy Chairman and 3rd Group Spokesperson to meet informally to make a nomination for Council’s consideration.

3. Minutes

26/04(c): The Internal and External Audit Functions Seminar has been arranged for 8 October, details to be confirmed.

34/04: Terms of Reference: on 15 June the Council resolved to adopt the Committee’s recommendations and will review the situation when the Consultant’s report on the Council’s financial management arrangements has been published.

5. Update Report on Financial Control Issues within Oxfordshire County Council

The Accounts and Audit Regulations require the Statement of Accounts 2003/04 to be presented to the Committee by 31 August. Due to the continuing investigation in Social & Health Care, the Head of Finance is unable to bring the Accounts to the July meeting. An additional meeting of the Committee is therefore required by the end of August 2004.

Members will be consulted on a date for the meeting.

8. Interim Statement on Internal Control 2003/04

The Head of Finance and Solicitor to the Council amend the report as follows:-

Page 6, Action box column 3, lines 1 and 3 – delete ‘Jenny Hydari’ and substitute ‘Sean Collins’

9. Value for Money – Best Value Review Programme

Recommendation (b) is amended to:

"nominate one member of the Committee to join the Strategic Procurement Board and one member of the Committee to the Customer Services Board."

11. Best Value Review of Children’s Services in Oxfordshire

On 1 June 2004 the Executive considered the Scrutiny Review "Specialist Nursing Care in Oxfordshire’s Special Schools" and resolved to ask the Committee to include an exploration of the possible application of lead commissioning or pooled budgets arrangements for specialist nursing care in the Best Value Review of Children’s Services."
