This report details comments received in response to a consultation on the installation of parking bays and yellow lines along the Banbury Western Corridor route south of Warwick Road. These measures are intended to regularise the present sporadic parking that takes place along the corridor.

 

The Committee is RECOMMENDED to approve the implementation of the parking proposals along the Banbury Western Corridor as shown on plans B025450B3300/B3301 and B3302 subject to authorising the Head of Transport to resolve any concerns or comments resulting from the Road Safety Audit process, should any arise.

 

6.                 Use of Bus Lanes by Private Hire Vehicles

In July 2006 the Oxford District Private Hire Association (O&DPHA) wrote to the County Council requesting that Private Hire Vehicles (PHVs) be granted access to bus lanes.  This request was made on the grounds that the cost to their passengers was more than the equivalent journey for a Hackney carriage passenger.  Hackney carriages currently have access to bus lanes and are able therefore to pass queues during heavy traffic periods where bus lanes are provided.  The County Council, in its response, accepted that the role of PHVs is similar to that of Hackney carriages but that there concerns regarding identification of a PHV, due to its similarity to a private car and enforcement of the bus lanes.  At that time work was also progressing on the proposal to introduce camera enforcement at the ‘bus gates’ in Oxford city centre.  PHVs have been permitted through the ‘bus gates’ since their introduction in 1999.  O&DPHA were told that their request would be reviewed when camera enforcement was extended to the bus lanes on the radial routes into and out of Oxford.

 

The Committee is RECOMMENDED to:

 

(a)              agree to survey work being undertaken to quantify the potential effect of permitting PHV access to bus lane; and

 

(b)              defer a decision on permitting PHV access to bus lanes until March 2008 so that the survey work referred to in a) can be considered.

 

7.                 Oxford, London Road Corridor Improvements – Progress

and Consultation on Design

A scheme for improvements to the London Road corridor is a key part of the County Council’s second Local Transport Plan and its capital spending programme.  The delays experienced by the large numbers of people travelling along the route by bus are very significant and as a result, there is a continuing major impact on the reliability and attractiveness of buses as an alternative to the car for journeys in this area.  The accident rate on the London Road is around twice the national average for a major route such as this. There is also significant scope to improve the standard of the street environment/public realm in Headington centre to make it a more attractive place to visit and spend time in.

 

The objectives of the scheme are shaped by the key objectives of the county council’s second Local Transport Plan (LTP2) adopted in April 2006.  The three main objectives of the scheme (that have driven progress on the design) are:

 

• Making bus journeys quicker and more reliable (LTP objective – tackling congestion)

• Improving road safety for all road users (LTP objective – road safety)

• Enhancing Headington shopping centre (LTP objective – street environment)

 

This report details progress made on the design for the scheme, describes the consultation that has taken place on the scheme in spring and summer 2007 and the changes that are proposed to the design as a result. 

 

The Committee is recommended to:

 

(a)              authorise officers to proceed with the detailed design of the scheme as consulted on but incorporating the suggested changes as a result of that consultation as set out in Annex 6 to this report;

 

(b)              approve the phasing of the scheme construction as Pullens Lane to Osler Road during 2008/09 and Osler Road to Wharton Road during 2009/10;

 

(c)               note that the elements of the approved design agreed with Oxford Brookes as set out at Annex 3 to this report would need to be fully funded by the university including a commuted sum towards their maintenance; and

 

(d)              authorise officers to promote and make any order necessary for the safe operation of the scheme subject to any objections being reported back to the Transport Decisions Committee.

 

8.                 Implementation of Bus Stop Clearways on Premium

Bus Route - Barton

The County Council seeks to upgrade Premium Route bus stops in the Barton area, through improvements to bus stop infrastructure, locations and the road or pavement. These efforts are being made to make public transport more attractive to use and help increase passenger numbers. This report details the objections received from frontagers affected by the Council's proposals.  

 

The Committee is RECOMMENDED to agree installation of bus stop clearways at Humfrey Road and Barton Village Road bus stops as set out at Annex 1 to the report.

 

9.                 Disabled Persons’ Parking Places - Oxford City

The report considers the proposed provision of 46 new Disabled Persons' Parking Places (DPPPs), the formalisation of 2 "advisory" DPPPs and the removal of 42 DPPPs in Oxford City following the publication of the draft Order - the Oxfordshire County Council  (Disabled Persons' Parking Places - Oxford) (Amendment) Order 20**.

 

The Committee is RECOMMENDED:

 

(a)              to authorise variations to the Oxfordshire County Council (Disabled Persons’ Parking Places – Oxford) (Amendment) Order 20** as published in order to provide for:

 

(i)                 forty-six new DPPPs in Abbey Road, Aldrich Road, Allam Street, Arnold Road, Balfour Road, Bath Street, Bernwood Road, Blackbird Leys Road, Boundary Brook Road, Butterwort Place, Cardinal Close, Cranham Street, Cross Street, Crotch Crescent, Cuddesdon Way, Divinity Road, Ferry Pool Road, Fairacres Road, Gladstone Road, Hayfield Road, Hendred Street (outside the Co-op funeral parlour), Holley Crescent, Howard Street, Hurst Street, Jordan Hill Road, Liddell Road, Mather Road, Magdalen Road, Marlborough Road, Masons Road, Old High Street, Osberton Road, Peat Moors (2 DPPPs) Poulton Place (widening existing DPPP), Princes Street, Rewley Road, Russell Street, Sandy Lane, Stratfield Road,  St Mary’s Road, St Thomas’ Street, Taverner Place (2 DPPPs), Ulfgar Road, and Weldon Road as specified in this report;

 

(ii)               formalisation of two existing advisory DPPPs at Cowley Road, Littlemore;

 

(iii)             removal of  forty-two DPPPs in Abbey Road, Aston Street, Bartlemas Road, Barton Road (3 DPPPs), Campbell Road, Cardigan Street, Cavell Road, Chilswell Road, Claymond Road, Copse Lane (2 DPPPs), Court Farm Road, Crotch Crescent, Divinity Road, East Avenue (2 DPPPs), Gorse Leas, Hayfield Road, Henry Road, Hurst Street (2 DPPPs), Jordan Hill Road, Junction Road, Leafield Road, Leckford Road, Middle Way, Milne Place, Pegasus Road, Plantation Road, Shelford Place, St Bernard’s Road (3 DPPPs), Stratford Street (2 DPPPs), Temple Road, Tyndale Road, Vicarage Road, Webbs Close, and Winchester Road;

 

(b)              not to authorise variations to the Oxfordshire County Council (Disabled Persons’ Parking Places-Oxford)(Amendment)Order 20** as published in respect of:

 

(i)                 six new DPPPs in Hendred street, Highfield Avenue, Hurst Street, Leiden Road, Quarry High Street and Victor Street;

 

(ii)               the removal of four DPPPs in Harley Road, Leckford Road, St Margaret’s Road and Winchester Road.   

 

10.             Proposed 18 Tonnes Weight Restriction – Railway Bridge,

         Foxhall Road, Didcot

Report by Head of Transport (TD10).

 

An assessment of the bridge carrying Foxhall Road over the Railway at Foxhall Road, Didcot has been carried out Network Rail which indicates that it has become necessary to restrict the weight of vehicles permitted to travel over the bridge to a maximum gross weight of 18 tonnes in order to protect the fabric of the structure. The report sets out comments/objections received in response to a formal advertisement of the proposal to implement the weight restriction.

 

The Committee is RECOMMENDED to:

 

(a)              approve the making of an 18 tonne weight restriction order over the railway bridge at Foxhall Road, Didcot; and

 

(b)              authorise any works necessary to implement the Order

           

11.             Proposed Amendments to waiting Restrictions – Church Road and High Street, Wheatley

The county council has carried out a formal consultation on proposals to:

 

a) extend 'No Waiting at Any Time' on a short length of the north side of Church Road, Wheatley close to its junction with Holloway Road;

b) implement 'No Waiting at Any Time' over short lengths of the south side of Church Road each side of the access to The Merry Bells Car Park;

c) amend existing restrictions in parts of High Street, Wheatley, which limit waiting to 1 hour in 2 to permit waiting for 2 hours in 3, except outside the shops which will remain unaltered.

 

The report sets out the detail of the various locations, the reasons for the proposals and the procedures carried out and considers comments received.

 

The Committee is RECOMMENDED to:

 

(a)              approve amendments to waiting restrictions in Church Road and High Street, Wheatley as advertised; and

 

(b)              authorise any works necessary to implement the proposals.

 

12.             A415 Newbridge River Thames Crossing

Newbridge is a 750 year old bridge and scheduled ancient monument carrying the A415 Abingdon to Witney road over the River Thames and has been assessed as theoretically unable to carry any traffic loading. In view of its historical status the bridge cannot be reconstructed or strengthened.  Therefore as an interim measure an 18 tonne weight restriction has been imposed on the bridge which when combined with an increased frequency inspection regime will be adequate to ensure public safety for the time being.  The 18 tonne limit currently permits use by all two-axle public transport buses, but this limit could well need to be lowered further at relatively short notice at some point in the future. 

 

Given that the only practical long term strategy for managing this particular weak bridge will be to remove all traffic from it completely and, given that there are no other existing suitable alternative crossings of the River Thames in the vicinity, it is essential that a scheme is developed to provide a new crossing for the A415 in the vicinity of Newbridge as soon as possible. Therefore Oxfordshire Highways has completed the first stage of a scheme evaluation which has investigated all practical route options and compared the relative impacts each is likely to have.  This was a desk top (Stage 1) study and included some fieldwork.   The study has indicated that only one route corridor was for further development as a second stage scheme. The report seeks approval for provision of a single carriageway option and considers an opportunity to consider purchasing adjoining land necessary to pursue that option.

 

The Committee is RECOMMENDED to:

 

(a)              approve the single route corridor indicated on plan BNP1080/B3901 for the development of a replacement bridge over the River Thames; and

 

(b)              authorise the Head of Transport in consultation with the Head of Property to enter into negotiations with the landowner’s agent Cluttons to purchase the section of land within the sale document referred to as Lot 6.
