Any county councillor may, by giving notice to the Proper Officer by 9 am two working days before the meeting, ask a question on any matter in respect of the Cabinet Member’s delegated powers.

 

The number of questions which may be asked by any councillor at any one meeting is limited to two (or one question with notice and a supplementary question at the meeting) and the time for questions will be limited to 30 minutes in total. As with questions at Council, any questions which remain unanswered at the end of this item will receive a written response.

“When Phases I and 2 of the London Road bus lane improvement projects were completed a problem with drainage for surface water was identified.  The stretch of London Road outside St Andrews School is particularly dangerous in heavy rain.  This has been acknowledged by officers and last year I witnessed some survey work being carried out on the stretch from Barclays Bank to Wharton Road.  When can my residents  expect the remedial work to be undertaken?”

“Upon investigation of the drainage system outside St Andrews School initially it has been found that the carrier drain under the pedestrian crossing has collapsed. This collapse is restricting the discharge from the highway to the outfall, the result being the flooding after heavy rain. We hope to start work on repairing this problem within the next month and will use this opportunity to see if there are any other issues.  If additional major drainage repairs are required we would hope to use the proposed road closure which will be starting from May onwards to reduce disruption to local residents and road users”

Minutes:

The Cabinet Member considered responses to a formal consultation on proposals to make minor amendments to existing controlled parking zones in Divinity Road and Magdalen Road (North) areas.

 

Ahmed Qazi speaking on behalf of the Medina Mosque referred to considerable problems which were being experienced not only by attendees at the mosque but also by visitors to the area including local businesses. Many prayer sessions fell within the restricted parking times and Ramadan would present particular difficulties.  They sought a relaxation of the restriction times on Stanley Road particularly during the day to allow parking for 2 to 3 hours and, as most houses on Stanley Road had off street parking with available space, felt this could be achieved without detriment to the local community. The mosque was committed to working with the local community to seek a compromise.

 

Mr Tole advised that the proposals for Divinity Road had been largely welcomed.  However, there continued to be problems in the Magdalen Road area particularly Stanley Road at the Iffley Road end where there was more of a mixed use. Efforts had been made to find a solution to help visitors to the mosque who had more choice during the day as opposed to night, when the greatest problems seemed to occur.  A series of meetings had been held to try and reach a compromise with views sought on a range of options aimed at avoiding an over complication of the local situation.  However, there had been a significant division between views received to an informal consultation with some 73% of local residents against any relaxation and it seemed unlikely that that would change if a formal consultation was carried out.

 

The Cabinet Member recognised the depth of feeling amongst the community and the impasse that currently existed. Having regard to that, the arguments and options set out in the documentation before him, the representations made to him and the further considerations set out above he confirmed his decision as follows:

 

(a)               approve the proposed changes to parking restrictions for the Divinity Road CPZ as advertised and amended as described in the report CMDE4;

 

(b)               defer a decision on the proposed parking restrictions for the Magdalen Road (North) CPZ as described in the report CMDE4 until 12 June to review parking arrangements in the evening and early morning.

Minutes:

The Cabinet Member considered (CMDE5) the results of a formal consultation on proposals to convert a length of footway on London Road between Gladstone Road and Wharton Road, to a segregated shared use facility  for use by pedestrians and cyclists. 

 

Councillor Roz Smith thanked county officers for meeting local groups. She fully supported measures to improve cycling but had some concerns regarding proposals for shared use along London Road and the potential for conflict between residents reversing out of driveways and at Stile over right of way.  She asked that further consideration be given to this element of the scheme. 

 

Councillor Sanders supported clearer delineation between cyclists and pedestrians.

 

Mr Fitzgerald advised that the main factor was funding and whilst a raised painted line could be provided for segregation it raised issues of safety and future maintenance.  Consistency was needed along the route but these issues could be further considered at the design stage.

 

Mr Warren advised that since publication of this report the intention was now to proceed with this phase concurrently with the other 2 schemes and in order to achieve that an amendment would be required to the recommendation to provide for delivery in 2014/15 and not 2013/14 as printed.

 

The Cabinet Member stated that he was not a supporter of cycling on busy roads. However, having regard to that, the arguments and options set out in the documentation before him, the representations made to him and the further considerations set out above he confirmed his decision as follows:

 

to approve the conversion of the length of footway on London Road, between Gladstone Road and Wharton Road to segregated shared use facility as shown in Annex 1 to this report and to progress its delivery in 2014/15.

Amendments to Proposed Residents Parking Scheme, Cutteslowe Area, Oxford pdf icon PDF 939 KB

Minutes:

The Cabinet Member considered (CMDE6) responses to a formal consultation on proposals to amend a residents parking scheme covering the Cutteslowe area.  A previously approved scheme had not been introduced due to changes to Department for Transport rules regarding non-standard signs and therefore consultation had been undertaken on a revised scheme which complied with standard sign rules.

 

Mr Gittins spoke on behalf of the Park Close Management Committee who had voted unanimously at a recent meeting to be included in the controlled parking zone.  Parking was already being displaced from Harbord Road to the Close and that situation would inevitably deteriorate when further restrictions were introduced.

 

Councillor Jean Fooks considered the revised scheme an improvement on the original. There was a clear majority in support and although it would be better not to have to introduce restrictions of any kind that was obviously not possible here because of the pressure from commuter parking on the west side of the area and issues such as the introduction of parking charges at Cutteslowe Park. She was not convinced that the late request for the inclusion of David Walter Close reflected the will of the majority of residents living there and supported a review of the scheme after a years operation.

 

Mr Tole accepted that for various reasons these proposals had been some time in preparation. There had been a strong response to the last consultation and although some areas of concern remained he felt these could be resolved.  He agreed that it was sensible to include Park Close as an offshoot of Templar Road but confirmed that the late request for the inclusion of David Walter Close had been at the request of only one resident so considered that should not be supported.  Various issues could be covered as part of any review.

 

Councillor Sanders supported a review after one year but felt that should be clearly scheduled so that residents were clear as to what was proposed and when it would happen.

 

The Cabinet Member agreed to a review of the scheme after one year and accepted officer advice regarding the inclusion of Park Close in the scheme but not David Walter Close. 

 

Therefore having regard to that, the arguments and options set out in the documentation before him, the representations made to him and the further considerations set out above he confirmed his decision as follows:

 

to approve the revised parking restrictions in the Cutteslowe area as advertised and amended as set out in the report CMDE6 subject to the inclusion of Park Close in the scheme but not David Walter Close.

Minutes:

The Cabinet Member considered (CMDE7) responses to a formal consultation on proposals to introduce new parking restrictions on Limborough Road and adjacent streets in Wantage.

 

Councillor Hannaby advised that although it had been 4 years since the opening of the Sainsbury store no safety measures had yet been introduced.  She referred to a number of issues which included:

Crooks Terrace Cottages - there was no off street parking although permits were available from the District Council for the nearby car park.

Humber Close supported yellow lines

Duces Court supported proposals

Willow Grange a lack of on site parking meant that parked cars affected flow of emergency vehicles. Supported proposals.

Welcomed provision of a traffic island.  Generally in support of proposals but effective enforcement should be priority.

 

Councillor Patrick endorsed the comments made by Councillor Hannaby reiterating availability of parking permits and also the dangers in the Sainsbury store area where parking should be restricted.

 

Mr Tole felt the proposals represented a reasonable compromise meeting varying demands.  With regard to Willow Grange a number of elderly residents as blue badge holders would be able to park on yellow lines.  The issue with the bus bay could be rectified by introducing a bus stop clearway if and when a bus service was ever introduced.  He understood that work on the pedestrian refuge would start before the end of March.

 

Having regard to the arguments and options set out in the documentation before him, the representations made to him by both local members and the further considerations set out above the Cabinet Member confirmed his decision as follows:

 

to approve the proposed parking restrictions for the Limborough Road area in Wantage as advertised but amended as described in the report CMDE7.

The Cabinet Member considered (CMDE8) the Oxfordshire Minerals and Waste Annual Monitoring Report 2013.

 

Mr Day advised that the plan formed a factual statement as at the end of March 2013. Publication had been delayed due to the need to prioritise work on the Draft Minerals and Waste Local Plan but it was hoped that the next monitoring report would be published in the autumn of 2014, although production of the Local Plan itself remained a priority.

 

Having regard to the arguments and options set out in the documentation before him and the further considerations set out above the Cabinet Member confirmed his decision as follows:

 

(a)                     approve the Oxfordshire Minerals and Waste Annual Monitoring Report 2013 Annexed to the report CMDE8;

 

(b)                    authorise the Deputy Director for Environment & Economy (Strategy & Infrastructure Planning) to carry out any necessary final editing of the Minerals and Waste Annual Monitoring Report 2012 for publication on the County Council website.
