Development (CMDGI4) Additional documents: Minutes: The
Cabinet Member considered the Oxfordshire Minerals and Waste Development
Framework Annual Monitoring Report 2009 which assessed and reported on the
implementation of the local development scheme and the extent to which policies
were being achieved. Mr
Day confirmed that an amendment would be made to the tables on page 21 of the
report to reflect a calendar year. He
also advised that paragraph 4.4.2 could lead to some confusion with regard to
Stonehenge Farm as it was not an allocated site. An extra paragraph would be
included to remove that anomaly. Councillor
Mathew thanked him for that clarification.
He then referred to the question of confidentiality regarding landbank levels. This placed local communities at a great
disadvantage when certain areas were promoted as potential sites and there appeared to be a disparity
between the reserves quoted by operators and landbank
figures. Councillor
Tilley considered that by maintaining confidentiality it appeared to give
operators an unfair advantage. Mr
Day advised that figures were treated as confidential and the agreement of all
operators would be required to change that.
There was some concern that if that confidentiality were broken it could
affect the working relationship between the County Council and the industry. The
Cabinet Member thanked the officers for their report and asked officers to let
him and Councillor Mathew see a draft of the additional paragraph regarding
Stonehenge Farm. (a)
to approve the Oxfordshire Minerals and Waste
Development Framework Annual Monitoring Report 2009 in the Annex to this
report; (b)
to authorise the Head of Sustainable
Development to carry out any necessary final editing of the Annual Monitoring
Report 2009 and to submit it to the Secretary of State and publish it on the
County Council website in accordance with Section 35 of the Planning and
Compulsory Purchase Act 2004 and Regulation 48 of the Town and Country Planning
(Local Development) (England) Regulations 2004. |
