The report presents responses received in the course of a statutory consultation to provide a puffin crossing (a signalled crossing for pedestrians) on the Banbury Road Oxford just north of its junction with Hernes Road and to prohibit the right turn from Hernes Road onto the Banbury Road. The proposals have been put forward at the request of d’Overbroek’s College who are also funding the project to provide a safe and convenient crossing for students crossing between student accommodation on the east side of the Banbury Road and their Sixth Form Centre directly opposite on the west side of the road.

 

The Cabinet Member for the Environment is RECOMMENDED to approve provision of a puffin crossing (a signalled crossing for pedestrians) on the Banbury Road Oxford just north of its junction with Hernes Road and to prohibit the right turn from Hernes Road onto the Banbury Road as advertised.

The Cabinet Member for Environment considered CMDE6 esponses received in the course of a statutory consultation to provide a puffin crossing (a signalled crossing for pedestrians) on the Banbury Road Oxford just north of its junction with Hernes Road and to prohibit the right turn from Hernes Road onto the Banbury Road. The proposals had been put forward at the request of d’Overbroek’s College who were also funding the project to provide a safe and convenient crossing for students crossing between student accommodation on the east side of the Banbury Road and their Sixth Form Centre directly opposite on the west side of the road.

 

Councillor Paul Buckley expressed his strong support for the proposal which was fortunately also supported by the county councillor for the St Margarets division on the opposite side of the road.  The facility was desperately needed and would also benefit local residents as wells as d’Overbroek students. He was happy that the objection from Thames valley Police regarding compliance and proximity to Hernes Road could be addressed.

 

Mr Kirkwood advised that with regard to the Thames Valley Police objection on compliance and need for enforcement there were other examples of crossings all of which seemed to work well.

 

Noting the point raised by the College regarding the benefits of siting the crossing on a perceived desire line for students together with the support of the two local members and local residents and having regard to the information set out in the report and the representations made to her at the meeting the Cabinet Member for Environment confirmed her decision as follows:

 

to approve provision of a puffin crossing (a signalled crossing for pedestrians) on the Banbury Road Oxford just north of its junction with Hernes Road and to prohibit the right turn from Hernes Road onto the Banbury Road as advertised.
