The decision will enable the Trust to draw down the funding as appropriate to complete the detailed design development for the project and proceed ahead.

To approve the Outline Business Case and associated budget increase to enable the delivery of the additional SEND places.

The decision enables Oxfordshire County Council to deliver a unified, secure, and scalable Digital Experience Platform (DXP) for residents and staff. It streamlines digital services, improves operational efficiency, enhances customer experience, and supports the council’s digital transformation objectives.

Approval to procure and implement the full suite of GOSS products for Oxfordshire County Council’s Digital Experience Platform (DXP) via the G-Cloud 14 framework. The estimated contract total cost is £420,000, 1 year term at £150,000, with a 1 year optional extension at £150,000 and £120,000 optional spend covering product purchase, implementation, and support. Funding for year 1 and the optional spend will be drawn from Capital funding already secured for the Transformation Directorate. Year 2 (optional extension) will be covered from revenue.  Increase over current spend has been reviewed and can be covered by the existing IT revenue budget.

The programme will migrate suitable applications and services from legacy on-premises infrastructure to cloud-based solutions.

Approval to proceed with the Cloud Migration Programme with a total capital budget of £1,100,000, as outlined in the Initial Business Case submitted. Fully funded from an earmarked capital reserves approved by Cabinet in February 2025 (£150,000) and February 2026 (£950,000).

Ongoing revenue costs for migrated systems will remain with the original system owner.

The cost of each migration will be confirmed through supplier quotes, for approval by the Cloud Migration Programme Board.

The decision makes provision for the Public Health Team to proceed to the next stage of the provision cycle in the re-commission of the ISHS.

A decision was made to approve re-commissioning of the ISHS contract for 5+3 years from 1st April 2027.

Delivers on the targets set out in the Local Transport and Connectivity Plan to increase trips made by walking and cycling, whilst reducing private vehicle trips. This is done by providing a safe and inclusive transport network, giving opportunities to parishes and residents to have a say in how this is achieved.

Instruct the making of the Experimental Traffic Regulation Order which will create a quiet lane on Shepherd’s Pit Lane in Stanton St John, as per the Quiet Lanes Policy and pilot programme.

This covers the closure of Shepherd’s Pit Lane at the southern end (the junction with Bayswater Road) to all motorised traffic except for access, whilst maintaining use for people walking, wheeling, cycling and horse riding. This is to be enforced by installing a gate, highway verge protection, and updating the signage in the vicinity of the area to alert other road users of the change.

a)    The Quiet Lanes Policy statement

b)    The assessment criteria for consideration of Quiet Lanes and the implementation toolkit

c)     Endorsement of the proposed approach to implementing, and testing, the Quiet Lanes Policy across Oxfordshire through a programme of pilot schemes (to be identified with local county councillors and parish/town councils)

d)    Delegate authority to the Director of Environment and Highways in consultation with the Cabinet Member for Transport Management, to bring into operation Traffic Regulation Orders (both permanent and experimental) for the pilot schemes.
