Welcome and Introductions

Minutes:

 

The Chairman, Cllr Judith Heathcoat, opened the first meeting of the Joint Management Group for Adults and welcomed members.

Apologies for Absence and Temporary Appointments

Dr Paul Park sent his apologies. Dr Joe McManners deputised.

 

3.

Minutes and Matters Arising

To discuss the minutes of the last Joint Management Group meetings and to receive information arising from them.

Minutes:

The minutes of the latest older people, learning disabilities, mental health and physical disability joint management groups will be circulated to the members.

 

Action:

Any updates on the items to be sent to Fulya Markham.

The report presented the older people, learning disability, physical disability and mental health pooled budgets as at 31st August 2016. An overspend of £0.092m for the learning disability pool, an overspend of £0.734m for the mental health pool, an overspend of £4.765m for the older people’s pool and an overspend of £1.408m for the physical disability pool is reported. Plans are in place to meet the overspend and pressures on the pools.

 

Discussions on contributions to pooled budgets and risk shares are ongoing.

 

Action:

Cllr Heathcoat requested an update on this to be reported to the next JMG meeting.

 

The group discussed the performance, activity and pressures on the pools in detail.

 

Action:

Regarding the mental health pool, a discussion on how personal budgets for people with mental health problems are being monitored to take place at the Provider Joint Management Group and reported back to the Joint Management Group.

 

Discussion around the waiting lists for the Child and Adolescent Mental Health Services focused on alternative referrals to the service (such as from GPs) and having a wider front door as in adult services as opportunities for improving the response times. Recruitment appears to be the main challenge and recognised as a national issue.

 

The Group discussed the performance for quarter 1 of 2016/17 on priorities 5-7 managed through the Joint Management Group. In total 19 measures are reported, with 15 rated. 11 on target with 4 (number of emergency admissions, A&E waiting times, and care home placements and level of reablement) off target and one close to target. This is an improvement on the last quarter.

 

Decision:

The Group noted the financial position as at 31st August 2016 and performance for quarter 1 of 2016/17 on Health and Wellbeing Board priorities 5-7.

Presentation attached to provide an update on the latest health and care transformation developments across Oxfordshire and BOB (Berkshire West, Oxfordshire and Buckinghamshire).

Roadshows in Oxfordshire were successful in bringing a range of people together to discuss how to keep people healthy and provide the best care when they need. Further communications and engagement is planned.

 

The public consultation is deferred to December 2016 to further develop the business case. Cllr Heathcoat emphasised the Council’s role in this as a consultee and that people would benefit most from closer working between health and social care.

The JMG noted the update.

Carers Consultation

To provide verbal update on Oxfordshire Carers’ Strategy and options for carers' personal budgets consultation.

The review of how we support carers in Oxfordshire has been conducted jointly by OCC and OCCG. The joint carers’ consultation is ongoing.

7.

Update on Day Services and Respite Reviews

To provide verbal update on review of daytime support and review of respite services.

The review of daytime support in Oxfordshire is about to be completed, the proposed model to support adults will be subject to public consultation from November. The review was a successful example of co-production, 600 people were involved in the pre-consultation engagement activities.

 

Respite review will be introducing significant improvements to the service and will not require public consultation.
