Report by Corporate Director Environment & Place (CMDHM10).

 

The report presents responses received to a statutory consultation to introduce a 20mph speed limit zone and supporting traffic calming measures at Pyrton Lane Watlington. Funding for consultation on the proposals has been provided by CIL funding.

 

The Cabinet Member for Highway Management is RECOMMENDED to approve as advertised:

 

a) the introduction of a 20mph speed limit zone on Pyrton Lane between its junction with the B480 Cuxham Road to the south, and at the northern end to the current 30/60mph terminal point 120m northeast of St Leonards Close as illustrated on the plan at Annex 1a to the report CMDHM10;

 

b) traffic calming measures within the 20mph zone comprising two full width flat top road humps and a single speed cushion to be placed in the centre of the carriageway as illustrated on the plan at Annex 1b to the report CMDHM10.

 

 

Decision:

The Cabinet Member for Highway Management is RECOMMENDED to approve as advertised:

 

a)    the introduction of a 20mph speed limit zone on Pyrton Lane between its junction with the B480 Cuxham Road to the south, and at the northern end to the current 30/60mph terminal point 120m northeast of St Leonards Close. The proposed speed limit zone is illustrated on the plan at Annex 1a.

 

b)    traffic calming measures within the 20mph zone comprising two full width flat top road humps and a single speed cushion to be placed in the centre of the carriageway. The proposed traffic calming measures are illustrated on the plan at Annex 1b.

 

DECISION: To approve the recommendations.

Minutes:

The Cabinet Member for Highway Management, Councillor Bearder, considered a report of the Corporate Director Environment & Place (CMDHM10) presenting responses received to a statutory consultation on proposals to introduce a 20mph speed limit zone and supporting traffic calming measures at Pyrton Lane Watlington.

 

It was RECOMMENDED that the Cabinet Member for Highway Management approve, as advertised:

 

(a)  The introduction of a 20mph speed limit zone on Pyrton Lane between its junction with the B480 Cuxham Road to the south, and at the northern end to the current 30/60mph terminal point 120m northeast of St Leonards Close. The proposed speed limit zone is illustrated on the plan at Annex 1a.

 

(b)  Traffic calming measures within the 20mph zone comprising two full width flat top road humps and a single speed cushion to be placed in the centre of the carriageway. The proposed traffic calming measures are illustrated on the plan at Annex 1b.

 

Councillor Bearder noted that Councillor VanMierlo was scheduled to speak on this item but was not presently available. He noted that he had visited the site with Councillor VanMierlo who had apprised him of the various concerns regarding traffic at this location.

 

Having carefully considered the report authored by the Director of Growth and Economy; the written representations that had been received in response to the consultation; and the presentations by those persons present at the meeting, either in person or online, Councillor Bearder announced his decision, as follows:
