7. Capital & Revenue Transport Works Programme
Attached as Annex 2 (download as .doc file) is an amended version of annex 4 to the report on structural maintenance capital funding that corrects the 2009/10 figures for Footways and Non-Principal roads and the corresponding figure in the total column. The overall totals are unchanged.
You are asked to note that the final sentence of paragraph 7 of the report has been corrected to read:
‘These pressures were managed within Transport budgets to deliver an enhanced programme of work, with a small forecast overspend of £0.075 million (0.5% of the £15.6 million allocated).’
10. Scrutiny Review of the Local Economy of Market Towns
A Minority report from Councillor Terry Joslin is attached as annex 3 (download as .doc file) to the addenda for consideration with the Review report submitted.
12. Section 75 National Health Service Act 2006 Partnership Agreement – The Expansion of the Commissioning Pooled Budget for Mental Health Services for Adults of Working age in Oxfordshire
Amendment to paragraph 23:

15. Oxfordshire Local Area Agreement ‘Refresh’
Negotiations between target leads and Government Office for the South East are continuing. Attached are details of the status of negotiations as at Thursday 12 March 2009.
The document sets out only those targets in our Local Area Agreement that are part of the annual ‘refresh’ process. Those not in the ‘refresh’ remain as they were set last year when the LAA was first negotiated.
As of Thursday 12 March 2009 negotiations on
· NI 32 Repeat incidents of Domestic Violence are ongoing
· Place survey based targets remain provisional and are dependent on final verified data being published by the audit commission
· NI 21 Perceptions of crime and anti-social behaviour target levels still being discussed between partners, Thames Valley Police and Government Office.
· NI 70 Hospital admissions caused by deliberate or unintentional injuries to children and young people and NI 120 all-age, all-cause mortality targets are continuing
Targets highlighted in orange in the table are those where negotiations are still continuing.
The table is based on the LAA document that will be submitted to government but also includes;
· Details of why the target has been renegotiated
· A description of what the indicator means including what good performance is
The document remains in draft form as the presentation of targets negotiated is confirmed with the Government Office.
