LOCAL AREA AGREEMENT 2008-2011- “REFRESH”

Introduction
1. Although the Local Area Agreement 2008-2011 was agreed with Government in June 2008 there are still a number of indicators for which it was not possible to agree baselines or three-year targets at that time. These issues are being addressed through the “refresh” process.
Background
2. Indicators for consideration at the “refresh” fall into four categories;
· World Class Economy indicators - where we reserved the right to look again at indicators that would be most affected by the economic downturn. · Indicators that were agreed with caveats, such as a lack of available trend data last June. · Place Survey based indicators. · New national indicators without an agreed definition or a lack of baseline information.
3. In addition the Department for Children, Schools and Families’ national standards process will set annual targets for the mandatory educational achievement indicators in our LAA.
4. A list of indicators for inclusion in the refresh is at Annex 1 (download as .doc file).
Progress to date
5. Negotiations between our target leads and Government Office leads are progressing.
6. Some targets, which only require minor adjustment, have already been resolved - subject to approval by the Public Service Board.
7. A detailed update on the proposed targets and status of negotiations will be circulated prior to the meeting as the position is changing day by day.
8. Place survey based indicator negotiations are now progressing subject to the detailed breakdown of the survey results becoming available in March.
9. Renegotiation of the economically affected housing targets has been deferred until next year given the instability of the economic situation.
10. CO2 reduction targets will be set as a % increase in the refresh. Baseline data will not be available until after April. The deadline for confirmation of the baseline is August.
11. The target for NI32 repeat incidents of domestic violence is being progressed through meetings with Thames Valley Police and GOSE.

RECOMMENDATION
12. The Cabinet is RECOMMENDED to
(a) approve the targets subject to final negotiations with GOSE (separate paper sent in advance of the meeting); and
(b) authorise the Leader (Chairman of the Oxfordshire Partnership) and Deputy Leader (Chairman of the Public Service Board) to approve any outstanding issues
