6.      Service and Resource Planning 2009/10 – 2013/14

 

Attached as Annex 1 (download as .doc file) to this addenda is a revised Annex 4b including a figure relating to Day Services External of £4.652 million. This changes the figure in paragraph 41 of the main report to £34.9m (from £30.2m) and recommendation (a)(6) is amended to read:

 

 

-    the £34.9m virement proposed in paragraph 41 and annex 4b for the Older Persons Pooled Budget.

 

Attached as Annex 2 (download as .doc file) are the comments of the Scrutiny Committee referred onwards by the Corporate Governance Scrutiny Committee and referred to in the report of the Cabinet Member for Finance.

 

          The following additional recommendation (e) is also proposed:

 

To delegate authority to the Leader of the Cabinet, following consultation with the Cabinet Member for Finance and the Chief Finance Officer, to make appropriate changes to the budget.

 

7.      Draft Corporate Plan 2009/10 – 2013/14

 

Attached as Annex 3 to this addenda is the advice of the Corporate Governance Scrutiny Committee who considered the draft Corporate Plan at their meeting on 15 January 2009.

 

11.    Reading Area Transport Innovation Fund Bid

 

Changes are suggested to the original recommendations and the revised recommendations are set out in full:

 

The Cabinet is RECOMMENDED to:

 

(a)               agree that the Cabinet Member for Transport should represent Oxfordshire County Council on Reading Borough Council’s TIF Partner Authority Members’ Liaison Group; and

 

(b)              the Council is opposed to congestion charging per se and only supports a third thames crossing for public transport vehicles;

 

(c)               subject to (b) above to support the principle of the TIF bid by Reading Borough Council to secure traffic improvements provided there is appropriate evidence to justify such improvements but acknowledging that this does not commit this council to support any of the measures set out in the TIF bid
