- Officers have
now received further information regarding the request made by the Deputy
Chief Executive of ORCC for additional County Council financial grant
to cover "promotions" (see paragraphs 15-18 of main report). She has
replied as follows:
"The
kind of initiatives we had in mind when suggesting the idea of a ‘promotions
fund’ were as follows:
Community
Transport Best Practice Guide reprint (likely cost: £1,250)
Directory
of CT schemes reprint/up-date (likely cost: £1,200)
Seminars
for CT operators building on the pilot being held this month (1-2 p.a.)
(likely cost per event £500, to include hire of accommodation, refreshments,
info. packs)
Up
until now these kinds of projects have been part-funded by the County
and District Councils through the ORTP Delegated Fund. In future 3 years
the Fund may be under-resourced or non-existent. We would therefore
be looking to the Councils for funding for such initiatives, where we
could not identify other external sources.
The
3 examples quoted above tie in with the comments in paras. 9 and 10
of the report to the TIC and are aimed at raising the profile of CT
within the county and ensuring that once CT initiatives are started
they are helped to remain sustainable and supported with up-to-date
information and advice."
- Having considered
the details supplied by the Deputy Chief Executive of ORCC, officers
are sympathetic to her request. However they consider that it would
have been better if she had submitted this request as part of the on-costs
attached to the RCTA post, as mentioned in paragraph 14 of the main
report. They will therefore advise her that future requests for such
‘promotions’ funding should be incorporated in any main RCTA funding
applications.
- Nevertheless in
order not to jeopardise the current application, it is recommended that
the Committee should authorise the Director of Environment & Economy
to approve up to £1,000 support per annum for individual promotions
undertaken by the RCTA, under the suggested conditions set out in recommendation
(b) of the main report.
