Cabinet Member’s Comments
Councillor Waine reported that this Project was one of the most important schemes the Council had seen. Banbury School needed vast improvements as currently pupils had to walk a considerable distance between schools. Many of the buildings needed refurbishing and Stanbridge Hall, which was built 80 years ago, ceased to be a building fit for its purpose. These problems were a disincentive to learning and a waste of valuable teaching time. The proposal, including the replacement of Stanbridge Hall by providing teaching accommodation, teaching support spaces and associated facilities including a replacement dining hall all in line with Oxfordshire’s Secondary School Brief would largely address the accessibility issues the school were faced with, providing centralised accommodation.
The financial arrangements carried a certain degree of risk, however, the need for this project, of such importance to the school and the Council, far outweighed the risks.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows: to approve detailed project appraisal ED653.
