OXFORDSHIRE COUNTY COUNCIL (DUCKLINGTON PARISH) (30 MPH SPEED LIMIT) ORDER 200*

 

Report by Head of Transport

 

Introduction

 

1.                  The report considers comments and objections received to a formal advertisement and statutory consultation on a 30mph Speed Limit Traffic Regulation Order for Ducklington.

 

Background

 

2.                  Ducklington village is subject to a 30mph speed limit made under a Traffic Regulation Order. A new housing development has been built with access off the Standlake Road. Ducklington Mill has also been re developed, with a change of use.  Part of the planning condition was the requirement to set aside a contribution as part of the S106 funding to be allocated to highway and road safety improvements. Part of this was to upgrade the footway back towards the village centre and the other part was to extend the 30mph speed limit on the Standlake Road to cover both developments.

 

3.                  It is proposed to extend the speed limit on the Standlake Road to the junction with the A415 co-locating the speed limit signing with the village nameplate thus creating a village gateway effect. This will mean that the proposed 30mph speed limit will not only cover the two developments but also cover other residential dwellings on Standlake Road.

 

4.                  Manual speed checks have been taken on Standlake Road. They indicate that the proposed limit would be suitable for the prevailing conditions and would assist in reducing the overall speed further.

Public Consultation

 

5.                  Consultation was carried from 6 February 2009 for a period of 28 days. A public notice was placed in the Oxford Times and notices placed onsite in the village. Letters were also sent to statutory consultees and interested parties enclosing the Draft Order, Public Notice and plans showing the extent of the proposals.

 

6.                  One response was received from Thames Valley Police who commented that the speed limit extension should only cover the two developments and made reference to Traffic Advisory Leaflet 1/04.

 

7.                  Discretion is available to Highway Authorities under this guidance and it is considered that the proposed speed limit on Standlake Road is consistent with the principles of the County’s village speed limit initiative.

 

Conclusion

 

8.                  The proposals have met with minimal response. It makes sense to start the speed limit near to the junction with the A415 in order to cover all the dwellings in Standlake Road.

 

How the Project Supports LTP2 Objectives

 

9.                  The proposals described in this report comply with the LTP2 objectives in respect of Safer Road, (improving the safety of all road users especially through the village)

 

Financial and Staff Implications

 

10.             Funding for the project is likely to cost in the region of £3000 and will be met from S106 money from the Ducklington Mill Development. Work on the project has been undertaken by Transport staff as part of their normal working week.

 

RECOMMENDATION

 

11.             The Committee is RECOMMENDED to approve the making of the Oxfordshire County Council (Ducklington Parish) (30 mph Speed Limit)  Order 200* as published the effect of which will be to include all roads through the village subject to appropriate signing.
