CHILDREN’S
SERVICES SCRUTINY COMMITTEE – 26 SEPTEMBER 2006
STABILITY
OF PLACEMENTS FOR CHILDREN LOOKED AFTER SCRUTINY REVIEW
The
out-turn position for 05-06 was as follows:
- A1, the proportion
of Looked After children with 3 placements or more, is 12%, which is
average within our comparator group, and in the highest performing band
- D35, the proportion
of children Looked After for 4 years who have been in the same placement
for 2 years, is 56%, is above average, and represents steadily
improving performance
- The replacement
for D35, improved stability D78, is even better - 71.3% compared with
an IPF group average of 65.2% which is not yet banded. This measures
the proportion of children Looked After for 2
1/2years who have been in the same placement for at least 2 years,
or are placed for adoption.
Performance
is strong against these indicators, and the committee may be interested
to learn that overall performance in children’s social care rose again
in 2005-06, and we believe we are now the 11th highest performing
nationally, out of 152 (We were 22nd overall last year, and
138th the year before)
