A review of speed limits in Banbury, has been undertaken to create a consolidation Order. Formal consultation has been carried out and objections received.
The report details objections, officer comments and seeks the approval to make the Consolidation Order.
The Committee is RECOMMENDED to authorise making of the proposed Oxfordshire County Council (Banbury) (Speed Limits) Order with provision for appropriate signing to support the Order.

This item reports on the comments received during the formal consultation on the Experimental Order to restrict parking on the Wildmere Industrial Estate in Banbury to protect junctions to both roads and accesses, free up the footways and generally enable the free movement of heavy goods vehicles.
Making the existing Experimental Order permanent is recommended to continue the effectiveness of the restrictions.
The Committee is RECOMMENDED subject to the removal of Wildmere Close from the proposals to approve formalisation of the Oxfordshire County Council (Banbury, Wildmere Industrial estate) (Prohibition of waiting) (Experimental) Order 2008 as a permanent Order.
6. C43 Bicester
Road, Gosford - Bus

The C43 Bicester Road, Gosford is part of the County Council's Premium Bus Route network. The bus services along this route currently experience delays on the approach to the Kidlington rounabout heading towards Oxford. Safety concerns have also been raised by Gosford and Water Eaton Parish Council about bus manoeuvrability, therefore the Public Transport Development team have decided to commission a project to look at the feasibility of a bus lane on the easternmost lane on Bicester Road, to tie in with the existing bus lane on the Kidlington roundabout.
Implementation of the bus lane would help to improve bus journey times, make travel by bus more reliable, thus encouraging greater bus use and address any known safety issues.
The Committee is RECOMMENDED:
(a) to approve implementation of the proposed bus lane scheme, as shown on the plan numbered D&I/A1/0322 (to be displayed at the meeting), subject to the outcome of the trial referred to in paragraph 16 of the report; and
(b) that subject to (a) above to approve the making of the Oxfordshire County Council (A4260 Kidlington) (Bus Lane) (Variation No 2) Order 200* and authorise the Head of Transport, in consultation with the Cabinet Members for Transport Implementation and Growth & Infrastructure, to resolve any concerns or comments which might arise from the detailed design stage or road safety audit process.

This report details progress made on the design for a scheme for transport improvements on London Road, Oxford between Osler Road and Wharton Road in Headington. It describes the consultation that took place on the scheme in spring 2009, and the changes that are proposed to the design as a result.
This scheme would deliver significant improvements in terms of bus reliability and reduced bus journey times through Headington, as well as improved road safety, and environmental enhancements to the Headington shopping area that would significantly benefit pedestrians and make visiting Headington more attractive.
The key features of the scheme are a new city-bound bus gate, improvements to the paved pedestrian areas, including new street furniture and a reduction in street clutter, a new at-grade crossing and paved areas to replace the subway, gently raised crossings and junctions and changes to bus laybys, parking and loading arrangements designed to reduce congestion.
Funding is available for the scheme to start during 2009/10 and be completed during 2010/11, so a decision is now required allowing officers to proceed to the detailed stage. The Committee is asked to approve the proposed amended scheme for further detailed design work and implementation, including any necessary formal consultation.
The Committee is RECOMMENDED to:
(a) authorise officers to proceed with the detailed design and implementation of the scheme as consulted on but incorporating the suggested changes as a result of that consultation as set out in Annex 5 to this report;
(b) authorise officers to carry out statutory consultations and make any necessary orders arising from the scheme design subject to any objections being reported back to this Committee as necessary;
(c) endorse the approach taken by officers with respect to the areas of land in private ownership, as outlined in paragraph 22 of this report.
8. Exclusion of
residential properties from various Controlled Parking Zone Orders, Oxford Forward Plan Ref: 2009/084 Contact: Mike Ruse, Traffic Regulation Officer (01865 815978) 10:45 am

The report considers the proposed exclusion of properties from residential and visitors parking permits in Headington Central and Headington North-East Controlled Parking Zones as a result of various planning permissions granted by Oxford City Council where the consent was conditional on the removal of permit eligibility. It follows the publication of the draft Orders - the Oxfordshire County Council (Headington Central) (Controlled Parking Zone and Various Restrictions) (Variation No 8*) Order 200* and the Oxfordshire County Council (Headington North-East) (Controlled Parking Zone and Waiting Restrictions) (Variation No 6*) Order 200* - and makes recommendations in the light of comments received.
The Committee is RECOMMENDED to agree implementation of proposed revisions to the Headington Central and Headington North-East Traffic Regulation Order as advertised.

The basis of this report is to report the responses as a result of the formal consultation process.
The village of Ducklington has an existing 30mph speed limit . Due to a new housing development accessed from Standlake Road plus the industrial premises at Ducklington Mill a request was received from Ducklington PC to extend the 30mph speed lmit on Standlake Road.
It is proposed to extend the speed limit towards the junction with the A415 co locating it with the Ducklington village nameplate.
One objection with comments has been received during the consultation period.
The Committee is RECOMMENDED to approve the making of the Oxfordshire County Council (Ducklington Parish) (30 mph Speed Limit) Order 200* as published the effect of which will be to include all roads through the village subject to appropriate signing.

The basis of this report is to report the responses as a result of the formal consultation process.
The proposals came about as a result of requests received via the Northern Area office over a number of years for a 30mph speed limit through the village of Sarsden.
The village speed limit project in 2001 originally proposed that all villages in Oxfordshire would get a 30mph speed limit. However this was not progressed for Sarsden.
One objection with comments has been received during the consultation period.
The Committee is RECOMMENDED to approve the making of the Oxfordshire County Council (Sarsden Parish) (30 mph Speed Limit) Order 200* as published to include all the roads through the village subject to approval of appropriate signage.
