Statement of Decision

 

Chipping Norton Air Quality Action Plan

Summary of representations in person

 

Councillor Hibbert-Biles was pleased that some progress, although limited, had been made.  The situation in Chipping Norton was serious and the situation would be further exacerbated by the Hospital and Care Home developments both of which would access into this area next year.  She disagreed with the statement in the report that the alternative route would impact on the Rollright Stones and confirmed that proposals for this alternative route carried with it a lot of local support.  She would like the County Council to support provision of weight and 20 mph limits and to approach SEERA with regard to proposals for an alternative lorry route to alleviate the problems being experienced by residents of Chipping Norton.

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

to:

 

(a)               support preparation of an Air Quality Action Plan for Chipping Norton on the basis of measures to reduce lorry movements through the town as the principal action;

 

(b)               request West Oxfordshire District Council to make it clear in the final Action Plan document that the details of any such measures are dependent upon the results of further investigations as outlined in the report CMDT6;

(c)               authorise the Head of Transport, in consultation with the Cabinet Member for Transport, to approve a final Action Plan document, on this basis, for submission to government by West Oxfordshire District Council;

 

(d)               consider the case for submitting a bid for regional prioritisation for funding of a more significant scheme when an opportunity arose and once the measures referred to in (a) above, including routeing and weight limits, had been carried out and assessed.
