Introduction
1. The Transport Decisions Committee on 26 April 2007 approved the North Summertown Controlled Parking Zone (CPZ) for implementation.
2. The bus stop currently outside nos. 24 and 26 Wentworth Road falls within a residents’ parking bay within the new CPZ. Therefore, it is proposed to move the bus stop approximately 50 metres eastwards to an area of No Waiting At Any Time (NWAAT) outside nos. 79 and 81 Aldrich Road and create a clearway. The stop is served by Stagecoach No. 17 service which runs approximately every hour.
3. A site meeting was held with representatives from Thames Valley Police and the Area Engineer in attendance. Stagecoach did not send a representative, but have no objection to the relocation of the bus stop. Residents who may be affected by the relocation were also asked for comments.
4. This report details comments received to the proposed relocation of the bus stop and seeks a decision on whether to proceed. Annex 2 (download as .doc file) summarises the comments received with an officer response. It is considered that none of the comments override the need to relocate the bus stop.
Aldrich Road Bus Stop
5. The plan at Annex 1 (download as .doc file)sets out the current location, and the proposed new location, of the bus stop.
6. Moving the bus stop will maximize the amount of residents’ parking available, as the stop would be located within an area of NWAAT which has been designed into the new CPZ to protect the Aldrich Road and Jackson Road junction.
LTP2, Financial and Staff Implications
7. The relocation of the bus stop would make the most efficient use of space at the road junction and if implemented would result in the minimum of inconvenience to other road users and residents alike. It also supports the Local Transport Plan 2 policy objectives of promoting accessibility and for the enhanced use of public transport.
8. There would be a small additional cost in marking out a new bus cage at the proposed location which would be in the region of £100. This can be accommodated as part of the North Summertown CPZ scheme implementation costs.
9. Work will be undertaken within existing staff resources.
RECOMMENDATION
10. The Committee is RECOMMENDED to approve the relocation of the bus stop from Wentworth Road to Aldrich Road as shown at Annex 1 to this report.
