The Chair read out the following statement:

 

‘As Councillor Andrew Gant, Cabinet Member for Transport Management, is unavailable to take this meeting, Councillor Liz Leffman, Leader of the Council, has appointed me, Councillor Judy Roberts, Cabinet Member for Infrastructure and Development Strategy, to attend and take the decision in his place - under the Constitutional provision in Part 4.4, Section 2 (b).’

 

The Chair reported that Item 11 on the agenda – Appleton with Eaton: 20mph Speed Limit Proposals - would be deferred as she had written in support of the scheme, and this would avoid any pre-judgment of the decision.

a)    Approve the following highway and bus journey time/ reliability improvement measures to the Woodstock Road, Oxford (A4144) as advertised and set out in Annex 1.  That subject to approval, detail and final design of the listed measures shall be delegated for approval to the Director of Environment and Highways in consultation with the Cabinet Member for Transport Management:

 

b)    Commence an experimental trial for a removal of part of the 24-hour southbound bus lane between the Wolvercote roundabout (A40) and Squitchey Lane and replacement with a northbound bus lane of similar length; alongside necessary supplementary measures.

 

c)    Implement new and improved side road crossings at the following side roads: Bevington Road, St. Margaret’s Road (East), South Parade, Little Clarendon Street, Observatory Street, St Bernards Road, Plantation Road, Leckford Road, Canterbury Road, Farndon Road, St. Margaret’s Road (West).

 

d)    Introduce a new section of off-carriage way cycle path on the western side of Woodstock Road between the junctions with Frenchay Road and St. Margaret’s Road.

 

e)    Provide a new zebra crossing on Woodstock Road to be located approximately 20 metres south of the junction with Bevington Road.

 

f)     Commence an experimental trial to relocate a marked parking bay (limited stay parking) outside Belsyre Court on the Woodstock Road.

 

g)    Deliver a range of localised measures detailed in public consultation plans set out in Annex 1 to support the aims of the scheme including sections of improvements to the condition of footway/ cycleways, amending road markings, install solar studs, and implementing measures proposed in the County Council’s 2021 ‘Quickways’ consultation for Woodstock Road.

 

h)    Implementation of a bus stop clearway (which will prevent parking except for buses at all times) - to be located within the existing bus stop, approx. 25 metres south of its junction with Little Clarendon Street.

Officers confirmed that the bus operators supported the bus lane reversal irrespective of the traffic filters scheme.

 

Officers explained that the changes were being brought forward through an Experimental Traffic Regulation Order (ETRO) and that changes could be made accordingly through the 18-month period.

 

The Chair noted that new signage would be brought into to illustrate the changes and officers confirmed this point.

 

Officers noted that Road Safety Audit’s would take place throughout the process.

 

The Chair stressed the need for cyclists and car-users to show respect to one another when using roads.

 

The Chair thanked officers for their work and agreed to the recommendations.

Officers noted that work would be undertaken to continue to monitor traffic levels in light of the Shores Green scheme in South Leigh and across Witney.

 

The Chair noted the support of the scheme from the local County Councillor and the local parish council.

 

The Chair thanked officers for their work and agreed to the recommendations.

Officers noted that people drive to the conditions of the road, rather than the national speed limit on Sugworth Lane.

 

Officers stated that a reduction in speed limits on Sugworth Lane to 30mph or 40mph would not be productive based upon data collected and due to the nature of the road.

 

Following a question from the Chair, officers confirmed that a Road Safety Audit would be conducted post-completion of the works.

 

The Chair requested that the local County Councillor and local parish council be kept involved in discussions and officers agreed to do so.

 

The Chair thanked officers for their work and agreed to the recommendations.

The Chair stated that recommendations c) and d) could benefit from being brought back to a Delegated Decisions meeting sooner than the standard 6-month process, if people were particularly disadvantaged. Officers agreed with the Chair’s suggestion.

c)    To also include the dwelling at The Cross Keys PH in the list of eligible properties.

Officers stated that the basis of the proposal was to extend permit holder parking in East Street and Wykeham Park.

 

Officers stated that they worked with the Town Council and local County Councillors to bring the proposals forward.

 

Officers noted that the proposals extending the entire way down East Street was discussed but the Town Council and local County Councillors felt that it should go as far as proposed in the report.

 

The Chair noted that the scheme had to be monitored. Officers noted that feedback from local County Councillors and members of the public is encouraged.

a)    Approve the proposed introduction of 20mph speed limits at Tetsworth – subject to further engagement with Carousel Buses Limited, Tetsworth Parish Council and the local County Council member.

 

 

Minutes:

The Chair introduced the item to the meeting and invited officers to provide some background information to the report.

 

Officers noted strong concerns about the proposals raised by the bus companies.

 

Officers highlighted the feeling for further engagement with the bus companies, the local parish council and the local County Councillor.

 

Officers and the Chair discussed the deferral of the consideration between point A and point B in Annex 1, and the Chair agreed to amend the recommendations accordingly.

 

The Chair thanked officers and agreed to the amended recommendations in the report.

 

RESOLVED to:

 

a)    Approve the proposed introduction of a reduced length of 20mph limit at Tetsworth as indicated indicatively on the plan in Annex 1 of the report,

 

b)    Defer consideration of the speed limit between point A (the site of an existing 20mph school time advisory 20mph speed limit) and the south easterly terminal of the current 30mph speed limit at point B on the plan in Annex 1 subject to further engagement with Carousel Buses Limited, Tetsworth Parish Council and the local County Council member.
