BEST VALUE REVIEW OF OXFORDSHIRE PENSION FUND ADMINISTRATION – IMPLEMENTATION

Review requirement for monthly payslip distribution

Completed – monthly payslips last issued December 2002. Since then only issued if there is a change of >£1 to net pay. Payslips are issued to all pensioners in April (pension increase) and May (tax code changes).

Review arrangements for fire pensions & teachers compensation administration incl. automation of fire pension records

Fire service pension records are now computerised.

We continue to pay compensation payments to teachers but are in discussion to pass other work relating to teachers back to Learning & Culture.

Determine and negotiate charges for fire & teachers admin to be implemented 1 April 2003

Charges for fire service pensions have been increased. Charges for teacher payments were reviewed and found to be correct, but will be reviewed again in current discussions.

Develop AXIS TASK for introduction from 1 April 2003

Decision to further delay this implementation was taken because in reassessing priorities it was decided that the medium term benefits were outweighed by the costs of the short term additional backlog this would cause in the 2004 valuation.

Actively manage frozen refunds & reduce numbers to national average

This was more of an issue when outsourcing costs were based on number of records. However we will review annually and take appropriate steps to manage numbers.

Develop automated interface from MIS and encourage development of interface from other large employers

The interfaces between MIS and AXISe are now working. Now this has been resolved we can concentrate on developing interfaces for other employers. Software to do this is in place.

Introduce performance measurement and monitoring processes

Statistics are now produced to monitor the amount / type of work in the section. More work is needed to refine this and our performance indicators. This is now priority for the coming year.

Develop performance indicators for medium term planning purposes

Publish performance standards & indicators (to be included in annual report)

Introduce a formal complaints monitoring process

All complaints are recorded and responded to in appropriate time.

Create staff training and professional development programme

A Training Officer post has been created within the team to provide one-to-one training. In addition pay progression for administrators is now linked to their holding an IPPM qualification in pensions administration. Senior administrators are required to hold the IPPM diploma.

Develop training programme for employing body HR staff

Scheme employers have not wanted any formalised training – this is something that tends to be requested on an ad hoc basis to meet specific needs or deal with changes that are coming up. We have introduced a monthly newsletter which covers new legislation or particular issues

Cleanse and update AXIS database liaising with scheme employers to ensure that data is up-to-date

This is part of our daily routine. The development of employer interfaces makes the collection of data easier thus improving the quality of pensions data.

Develop annual benefits statement for active scheme members for distribution with April 2004 PI letters.

Pension regulations require annual benefit statements to be issued to current & deferred members by 31.03.05. We are currently issuing these statements.

Develop document image processing (DIP) and implement on a phased basis

All back files have been scanned, with the exception of those where a combined pension record is held and as employments are being split on the payroll system the pension records are also being split and scanned.
