Live Well at Home Framework review

Following a comprehensive review of homecare provision in Oxfordshire in 2019/2020 the Live Well at Home (LWAH) Framework model was developed to create capacity and deliver effective homecare in the county. The framework is divided into 3 sections:
• Lot 1A Reablement and Homecare
• Lot 1B Homecare
• Lot 2 Extra Care Housing (care provision)

The service is funded by OCC and ICB. The contract is for four years plus a possible further three years extension. The initial four years ended on 31 March 2025.
In September 2024, formal approval was obtained to extend the entire LWAH framework for an additional two years. This extension has enabled continuity of service provision for our residents and afforded us the necessary time to implement key changes to the framework, including conducting a comprehensive one-year review to inform future strategic decisions.
We are now seeking a delegated decision regarding the next phase: whether to extend the existing LWAH framework for a further year in its current form, or to initiate a procurement process aimed at redesigning and replacing the contracts from April 2027 onwards.
