The policy, its benefits and the framework should be first tested through the implementation of a programme pilot (through 2026/27) before being fully adopted and rolled out on wider scale if appropriate.

Consultation process
Prior to implementation, each pilot will be supported by locally focused engagement to ensure community awareness, gather feedback, and build support.
Statutory consultation will run throughout the experimental traffic regulation order (ETRO) period, enabling the collection of real-world evidence to inform monitoring, evaluation, and decisions about whether individual schemes should be made permanent.

At this early stage, a full countywide public consultation would not add meaningful value because no specific physical interventions are yet being proposed. Consulting on a high-level policy alone is unlikely to generate actionable insights and risks delaying the programme’s development. Instead, officers will undertake targeted engagement with key stakeholders to understand local impacts, potential issues, and opportunities that may arise as pilot schemes are shaped.
