a) Delegate authority
to the County Solicitor to draft and enact a Trust Deed in accordance with the
provisions of this report;
b) Appoint the County
Solicitor to act on behalf of the Trust; and
c) Authorise the County Solicitor to apply to register with the Charity Commission once (a) and (b) above have been met.

Member for Safer & Stronger Communities Delegated Decisions.
Report to provide further explanation and tighten up recommendations to
ensure clarity on who the nominated persons are to act on behalf of the Council
as trustee of the charity and how further Trustees will be appointed.
Report to also include statement confirming that the County Council has
been advised by the Charity Commission that it will consider registering the
trust even though it does not reach the Commission's minimum threshold for registration
(income of £5000 per annum) and is therefore 'dormant'.
