Proposed Waiting Restrictions Wood Farm Area Oxford Forward Plan Ref: 2016/123 Contact: David Tole, Traffic Safety & Area Steward Manager Tel: 07920 084148 Report by Director for Infrastructure Delivery (CMDE4). The
report presents objections and comments received in the course of a statutory consultation
on proposals to introduce waiting restrictions in various roads in the Wood
Farm area, Oxford. The Cabinet Member for the Environment is RECOMMENDED to
approve the implementation of proposals as advertised. Minutes: The
Cabinet Member for Environment considered (CMDE4) objections and comments
received in the course of a statutory consultation on proposals to introduce
waiting restrictions in various roads in the Wood Farm area, Oxford. Roger Jenking commended the proposals particularly those at the
Joan Lawrence Place/Titup Hall Drive junction.
Currently parking arrangements at the school presented problems with
sight lines at specific times and posed a genuine danger. Whilst
welcoming the benefits that these proposals would bring to specific areas
Councillor Brighouse pointed out that ultimately more robust proposals would be
required in order to protect the interests of residents. Currently the biggest
issue locally was parking and that situation had been compounded by the effects
of displaced parking from adjoining CPZs and supposedly car free student
accommodation. That along with issues of inadequate enforcement meant that the current
situation was unacceptable.. She considered student
accommodation should be provided outside the city limits and work on a CPZ for
the Wood Farm area progressed as quickly as possible. In the meantime she commended the
proposals. Mr Tole
reported an additional response which had been received from the landlord of a
property in Blackstock Close which, although not
included in the report, reflected comments previously received from residents
of the property which had been included. The proposals being put forward now
were aimed at addressing some of the problems at local hotspots and although there
had been some objections he felt they were on balance a positive move. It was
hoped to progress proposals for a CPZ in the next financial year.. Councillor
Steve Curran agreed that the proposals offered some respite for some areas in
the immediate future but it was inevitable that further restrictions would
increase pressure on current parking levels. The
Cabinet Member for Environment appreciated that CPZs elsewhere could have contributed
to displaced parking and the concerns expressed
regarding problems associated with supposedly car free student accommodation. However,
noting the comments made regarding future plans for a CPZ for this area he felt
that in the short term these proposals would improve the situation at various
hot spots. Therefore having regard to the information set out in the report
before him and the representations made to him he confirmed his decision as
follows: to

report presents objections and comments received in the course of a statutory consultation
on proposals to construct a raised junction table at the crossroads junction of
Broad Street with Parks Road, Holywell Street and Catte
Street, Oxford. The Cabinet Member for the Environment is RECOMMENDED to
approve the implementation of proposals as advertised. Minutes: The
Cabinet Member for Environment considered (CMDE5) objections and comments
received in the course of a statutory consultation on proposals to construct a
raised junction table at the crossroads junction of Broad Street with Parks
Road, Holywell Street and Catte Street, Oxford. Simon
Hunt (Cyclox) supported the proposals as an interim
measure but preferred designs incorporating shared space which prioritised
cyclists and pedestrians. He supported removal of the signals, introduction of
measures to effectively limit the speed of vehicles approaching and entering
the junction and called for further monitoring following installation to gauge the
scheme’s effectiveness Mr Tole
confirmed that the County Council were contributing to the cost of this scheme
along with the City Council and University. There had been several iterations
of the scheme with an obvious desire by all parties to secure safety improvements
at this junction while recognising the visual sensitivity attached to this part
of the City. Levels of support currently being expressed seemed to suggest that
this scheme did that while offering something which was deliverable,
enforceable and dealt with issues of speed. There had been some objections to
the removal of the lights even though they had not been operational for 9
months and had no pedestrian facility. The scheme would be monitored with the
wider proposals for Broad Street very much in mind. The
Cabinet Member for Environment recognised the levels of support for the scheme
and that it formed part of the long term aims for Broad Street. Therefore
having regard to the information set out before him in the report and
representations made to him he confirmed his decision as follows: to
approve implementation of a proposed junction table – Broad Street junction
with Parks Road, Holywell Street and Catte street –

report presents an objection and comments received in the course of a statutory
consultation on proposals to introduce waiting restrictions in Westlands Drive,
Oxford as part of the Northway and Marston Flood Alleviation scheme being delivered
by Oxford City Council. The Cabinet Member for the Environment is RECOMMENDED to
approve the implementation of proposals as advertised. Minutes: The
Cabinet Member for Environment considered (CMDE6) an objection and comments
received in the course of a statutory consultation on proposals to introduce
waiting restrictions in Westlands Drive, Oxford as part of the Northway and
Marston Flood Alleviation scheme being delivered by Oxford City Council. Recognising
that this proposal was part of a flood alleviation scheme and having regard to
the information in the report before him the Cabinet Member for Environment
confirmed his decision as follows: to

report presents objections and comments received in the course of a statutory consultation
on proposals to introduce a 20mph speed limit, supporting traffic calming
measures, zebra crossings and a 7.5 tonne weight limit on Littleworth
Road at Benson. The Cabinet Member for the Environment is RECOMMENDED to
approve the implementation of proposals as advertised. Minutes: The
Cabinet Member for Environment considered objections and comments received in
the course of a statutory consultation on proposals to introduce a 20mph speed
limit, supporting traffic calming measures, zebra crossings and a 7.5 tonne
weight limit on Littleworth Road at Benson. Speaking on behalf of the Benson Neighbourhood Plan Infrastructure Team and Parish Council David Rushton referred to substantial growth and development planned both locally and for Chalgrove all of which would have significant long term implications for the area. These issues had not yet been fully assessed and, bearing in mind the significant impacts on traffic levels from this proposed growth, it seemed premature, therefore, at this stage to pursue proposals for speed and weight limits. Proposals for growth and changes to the road infrastructure including a new ‘Edge’ road formed a vital element in taking these discussions forward and these needed to be firmed up before anything was finalised. As there had been no direct discussion with the Highway Authority it seemed sensible to defer until that had been done. Councillor Mark Gray endorsed the comments made by Mr Rushton on behalf of the very experienced Infrastructure team. It was imperative that proposals were drawn up which addressed real local concerns regarding the effects of planned growth and development and how traffic, particularly HGVs, would be managed and so he supported calls to defer these proposals to enable further discussions. Mr Tole recognised that if proposals for development locally and more significantly perhaps for Chalgrove went ahead they would impact on this area. However, those matters were outside the scope of this report and the proposals currently before the Cabinet Member had been drawn up in response to current free standing development approved on the north east side of Littleworth Road. He confirmed that any approved traffic calming and weight restrictions could be removed if there were significant changes in the future as a result of further major development and while it was accepted that there could be some diversion of traffic away from Littleworth Road these proposals were aimed at managing that and in any event diverted traffic was not expected to make a significant difference. Responding to a question from the Cabinet Member for Environment Mr Tole confirmed that the development off Littleworth Road had started but was some way off completion and although it was not conducive for this to drag on that provided an opportunity for further discussion in order to achieve some common ground and clarity and it would also be of no benefit to approve part of the scheme such as the crossings. Therefore a deferral for further discussion was manageable. The Cabinet Member for Environment recognised that the proposal before him was predicated by S278 developer funding from an adjacent permission and therefore dealt with the certainty of current proposals and not what might happen. Oxfordshire Minerals & Waste Annual Monitoring Report 2016 Forward Plan Ref: 2016/061 Contact: Peter Day, Minerals and Waste Policy Team Leader Tel: (01865) 815544 Report by Interim Director for Planning & Place (CMDE9). The Planning and Compulsory Purchase Act 2004 (as amended) requires the
County Council to prepare and publish minerals and waste local plan monitoring
reports. That requirement has been met
by the production each year of a Minerals and Waste Annual Monitoring Report
(AMR). The purpose of AMRs is to assess and report on implementation of the
Council’s local development scheme (the programme for preparation of the
Minerals and Waste Local Plan) and the extent to which local plan policies are
being achieved. Minerals and Waste AMRs have been produced and published on the
Council’s website for each year from 2005 to 2015. The AMR 2016 covers
the 12 month period 1 April 2015 to 31 March 2016. The Cabinet Member for
Environment is RECOMMENDED to: (a)
approve the Oxfordshire Minerals and Waste
Annual Monitoring Report 2016 in the Annex to the report CMDE9; (b)
authorise
the Interim Director for Planning & Place to carry out any necessary final
editing of the Minerals and Waste Annual Monitoring Report 2016 for publication
on the County Council website. Additional documents: Minutes: The Cabinet Member for Environment considered (CMDE9) the Oxfordshire Minerals & Waste Annual Monitoring Report 2016 which coveed a 12 month period between 1 April 2015 and March 2016. The County Council was required to prepare and publish a report under the Planning and Compulsory Purchase Act 2004 which assessed and reported on implementation of the Council’s local development scheme and the extent to which local plan policies were being achieved. Mr Day confirmed that mineral sales figures were increasing which bore out the County Council’s current approach to aggregate supply. Having regard to the information before him the Cabinet Member for Environment confirmed his decision as follows: (a)
