Proposed Toucan Crossing - A361 Southam Road, Banbury Forward Plan Ref: 2016/119 Contact: David

in the course of a statutory consultation on a proposal to provide a toucan
crossing on the A361 Southam Road at Banbury
following development of land on the
west side of the A361 Southam Road to construct a new
retail store. The
Cabinet Member for the Environment is RECOMMENDED to approve implementation of the crossing as advertised and
described in the report. Minutes: The Cabinet Member for
Environment considered a report (CMDE4) which considered responses received in
the course of a statutory consultation on a proposal to provide a toucan
crossing on the A361 Southam Road at Banbury
following development of land on the
west side of the A361 Southam Road to construct a new
retail store which had resulted in increased demand for pedestrians and
cyclists to cross the road in the vicinity of the store. Presenting the report Mr Tole advised that in his view the objections raised had been covered in the report but confirmed that the issue of lorries turning into Marley Way would be kept under review. The Cabinet Member for Environment confirmed that he had visited the site and was confident that the concerns raised during the consultation had been addressed and that the scheme would be of benefit to pedestrians and cyclists. Therefore having regard to the arguments and options set out in the report and the representations made to him he confirmed his decision as follows: to approve implementation of the crossing as advertised and described in the report CMDE4. The report presents an objection received in the course of a statutory consultation on a proposal to amend the operative hours of the 30 minute Vehicle Loading Bay on the eastern side of The Plain roundabout. The Cabinet Member for the Environment is RECOMMENDED to
approve implementation of proposals as advertised. Minutes: The Cabinet Member for Environment considered a report (CMDE5) which presented objections received in the course of a statutory consultation on a proposal to amend the operative hours of the 30 minute vehicle loading bay on the eastern side of The Plain roundabout. Presenting the report Mr Tole
confirmed that the proposal would tidy up an
anomaly that had arisen following the major scheme at The Plain, whereby the
hours of operation of the taxi rank and those of the loading bay were not
conterminous which meant that it was difficult to enforce the restrictions The Cabinet Member for Environment acknowledged that the issue of taxi provision was a matter for the City Council as licensing authority but recognised that the efforts to rationalise the situation at this site were sensible. Therefore having regard to the arguments and options set out in the report and the representations made to him he confirmed his decision as follows: to approve implementation of the proposals as advertised. Proposed Parking Restrictions - Great Western Park, Didcot Forward Plan Ref: 2016/124 Contact: David

and a 20mph speed limit zone were first considered by the Cabinet Member for
Environment on 21 July 2016 following which he approved the general principle
of parking restrictions during the day but instructed officers to undertake
further consultation with the Great Western Park Residents Assocation
and local Members to see if the proposed restrictions could be relaxed to allow
some evening parking. The current report presents the outcome of that further local consultation relating to proposed parking restrictions on Sir Frank Williams Avenue, the spine road at Great Western Park that links the A4130 (Didcot to A34 Road) and the B4493 (Didcot to Harwell Road. The
Cabinet Member for Environment is RECOMMENDED to:- (a)
note that the outcome of the further consultation as described in
paragraph 2 above was that no amendment to the proposals as advertised is
considered appropriate on the grounds of the safe movement of traffic;
and (b)
confirm
approval of the parking restrictions as advertised. Additional documents:
Minutes: In July 2016 the Cabinet Member for Environment approved proposals for parking and loading restrictions and a 20mph speed limit zone on Great Western Park but also instructed officers to undertake further consultation with the Great Western Park Residents Assocation and local Members to see if those proposed restrictions could be relaxed to allow some evening parking. He now considered a further report (CMDE6) which presented the outcome of that further local consultation which had related specifically to proposed parking restrictions on Sir Frank Williams Avenue, the spine road at Great Western Park that links the A4130 (Didcot to A34 Road) and the B4493 (Didcot to Harwell Road). Presenting the report Mr Tole
referred to the further discussions which had taken place and further comments
received after publication of the report from County Councillor Nick Hards regarding
safety issues from vehicles
travelling from south to north, at the nearly blind bend near Ash Way even if vehicles
were travelling at 20 mph. He felt feel that this needed to be dealt with
before the road was adopted and that at a minimum, warning signs were needed. He
also endorsed the comments made by the residents’ association regarding the
area near the community centre and temporary shop. Mr Tole went on to explain that the design width of the road
limited the scope for parking restrictions but reminded the meeting that double
yellow lines allowed unloading for deliveries etc and
for vehicles to stop but not park. Safety issues would continue to be monitored
as part of the adoption process. The Cabinet Member for Environment agreed that the width of
the road was not ideal but equally it was not acceptable to allow for
parking. Therefore with regard to the
arguments and options set out in the report and the representations made to him
he confirmed his decision as follows: (a) note that the outcome of the further consultation as described in paragraph 2 of the report CMDE6 was that no amendment to the proposals as advertised was considered appropriate on the grounds of the safe movement of traffic; and (b) confirm approval of the parking restrictions as advertised. Proposed Speed Limit Change - B4017 Abingdon Road, Drayton Forward Plan Ref: 2016/126 Contact: David

in the course of a statutory consultation on a proposal to extend the 30mph
speed limit on the B4017 Abingdon Road at the north end of Drayton village proposed by developers as part of works to
create a new access for a residential development. The
Cabinet Member for the Environment is RECOMMENDED to:- (a)
not approve the proposals to extend the
speed limit as advertised; and (b)
instruct
officers to consult on a revised proposal to introduce a 40mph limit in place
of the existing 50mph limit between Drayton and Abingdon. Minutes: The Cabinet Member for
Environment considered a report (CMDE7) which presented responses received in
the course of a statutory consultation on a proposal to extend the 30mph speed
limit on the B4017 Abingdon Road at the north end of Drayton village as proposed by developers as part of works to
create a new access for a residential development at the location shown at
Annex 1. Mr Tole confirmed that having looked again at the consultation responses
officers had concluded that the better option appeared to be to downgrade the
50 limit to 40. Therefore consultation would be undertaken on that proposal and
if there were no objections received to that proposal then the proposal would
proceed on the basis of today’s deliberation.
However, if objections were received then the matter would need to come
back before the cabinet Member for determination. The Cabinet Member for Environment agreed that that suggestion appeared
to the most pragmatic solution and so having regard to the arguments and
options set out in the report and the representations made to him confirmed his
decision as follows: (a) not to approve the proposals to extend the speed limit as advertised; and (b) instruct officers to consult on a revised proposal to introduce a 40mph limit in place of the existing 50mph limit between Drayton and Abingdon. This report presents responses received in the course of a statutory consultation on a proposal to amend an existing traffic calming feature on the Hanney Road at Steventon in response to an approved development of land on the south side of the Hanney Road at Steventon. The
Cabinet Member for the Environment is RECOMMENDED to approve implementation of the proposals as advertised and
described in the report. Minutes: The Cabinet Member for
Environment considered a report (CMDE8) which presented responses received in
the course of a statutory consultation on a proposal to amend an existing
traffic calming feature on the Hanney Road at Steventon
in response to an approved development
of land on the south side of the Hanney Road at Steventon. Mr Tole presented the report and confirmed that he felt that issues
raised in the consultation had been covered. The Cabinet Member for Environment agreed that the proposal seemed to be
the most sensible, reasonable and pragmatic way forward and although the
proposed footpath was not as wide as he would prefer to see it was reasonable
given its rural setting. Therefore
having regard to the arguments and options set out in the report and the

Proposed Speed Limit Change - Access Road to Kingston Business Park, Kingston Bagpuize Forward Plan Ref: 2016/120 Contact: David

Further development around the Kingston Business Park, including a new housing development and revised access arrangements for the adjacent sports ground will result in increased use of the access road. This report presents responses received in the course of a statutory consultation on a proposal by the developers to introduce a 30mph speed limit on the full length of public access road to the Park. The
Cabinet Member for the Environment is RECOMMENDED to approve implementation of the proposals as advertised and
described in the report. Minutes: The Cabinet Member for Environment considered a report (CMDE9) which
presented responses received in the course of a statutory consultation on a
proposal by developers for a 30mph
speed limit on the access road to the Kingston Business Park following further
development which had included a new housing development and revised access
arrangements for the adjacent sports ground.
Presenting the report Mr Tole addressed particularly the objection submitted by Thames Valley Police and felt that to some degree that had been lodged because they were not fully aware of the changes that were to be made in that area insofar as though would remain a cul-de-sac there would be increased activity. He accepted that it would not be high priority for enforcement. Acknowledging the explanation by officers with regard to the objection by the Police and having further regard to the arguments and options set out in the report and the representations made to him the Cabinet Member for Environment confirmed his decision as follows: to approve implementation of the proposals as advertised and described in the report CMDE9.
