Questions from County Councillors Any county
councillor may, by giving notice to the Proper Officer by 9 am two working days
before the meeting, ask a question on any matter in respect of the Cabinet
Member’s delegated powers. The number of questions
which may be asked by any councillor at any one meeting is limited to two (or
one question with notice and a supplementary question at the meeting) and the
time for questions will be limited to 30 minutes in total. As with questions at
Council, any questions which remain unanswered at the end of this item will
receive a written response. Questions
submitted prior to the agenda being despatched are shown below and will be the
subject of a response from the appropriate Cabinet Member or such other councillor
or officer as is determined by the Cabinet Member, and shall not be the subject
of further debate at this meeting. Questions received after the despatch of the
agenda, but before the deadline, will be shown on the Schedule of Addenda
circulated at the meeting, together with any written response which is

i.
the Agreement of
a s75 NHS Act 2006 pooled commissioning budget with Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board
from 1 April 2023. The draft Agreement is attached as Annex 1.
ii.
delegation to Corporate Director of Adult Services
and the Council s151 Officer to finalise the Agreement prior to signature in
line with the Council’s scheme of delegation
iii.
the financial contributions as set out at paragraph
10 and the risk share set out at paragraph 30.

Note
i.
The Agreement will commence on 1 April 2023. It has
been approved for completion by the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board at
its meeting on 21 March 2023. The Agreement replaces that dating from 1 April
2013 with the former Oxfordshire Clinical Commissioning Group
ii.
The Agreement gives authority to, and binds, the
Council and the ICB to pool financial and other resources to deliver better
outcomes for the people of Oxfordshire. The Agreement extends the approach to
integrated commissioning led by the Council on behalf of the partners and will
support the further development and implementation of partnership working in
Oxfordshire. The Agreement incorporates the Better Care Fund for Oxfordshire.
