278 agreement for a nearby development, there is a requirement to introduce a
toucan crossing and cycle facilities. The Cabinet Member is
RECOMMENDED to: Approve the following
measures on Copenhagen Drive in Abingdon, as advertised: (a)
New
Toucan Crossing, to be located west of the roundabout junction of Wootton Road. (b)
Conversion
of existing section of segregated foot & cycleway south of the proposed
Toucan Crossing to shared-use. Minutes: The Chair introduced the item to the meeting, invited speakers to make their contributions and responded to their points in turn. Officers noted that the crossing was located as closely as possible to the roundabout to improve connectivity without impacting safety. The Chair noted that it was for individuals to cross the road sensibly and that the Council’s job was to provide the crossing to do so. The Chair noted that this proposal was part of a Section 278 agreement agreed through the planning process. The Chair noted the support for the proposal from the local County Councillor. Officers noted that did not expect an increase in traffic issues as a result of this scheme. application. Final locations agreed as part of S278 technical approval process. The Cabinet Member is
RECOMMENDED to: a) Approve the introduction of two new bus
stop clearways (with ‘No stopping except local buses’ restriction) on either
side of Lady Grove in Didcot, as advertised. Minutes: The Chair introduced the item to the meeting. Officers noted that the proposals for additional bus stops were part of a Section 278 agreement agreed through the planning process relating to a housing development in Didcot, which was in-line with standard practices across Oxfordshire. The Chair noted the request from the local County Councillor to move the southbound bus stop, but officers confirmed that land constraints prevented relocation as highways land was only available at the proposed location. The Chair noted that bus stop clearways were intended to support public transport use and improve safety. The Chair thanked officers and agreed to the recommendations in the report. RESOLVED to: a)

Officers confirmed that the proposed traffic regulation orders formed a wider package of measures associated with the Steventon Lights project including bus lanes, junction improvements and active travel facilities. Officers noted that the speed limit reduction had been assessed against established criteria for this specific project but noted that as part of the wider Vision Zero review into ‘A’ & ‘B’ roads, the section of road to the Packhorse pub would be looked into this year. The Chair noted that the proposals were to mitigate further housing growth and supporting bus usage to bypass traffic at the junction, similarly to other areas across Oxfordshire. The proposal will improve road safety by providing a safer crossing point for pedestrian crossing the road at this location. The Cabinet Member is

crossing on the A329 Reading Road in

sought to balance pedestrian convenience with highway safety requirements,
including visibility and proximity to the junction. It was confirmed that the
final position of the crossing would be reviewed during the detailed design
stage, allowing scope for adjustment where feasible. Officers also noted that the proposal responded to long-standing requests from Cholsey Parish Council and reflected increased movements from residential developments into the village. The Chair noted the very high level of support shown in
consultation responses and welcomed the delivery of a scheme addressing a well‑established

It was explained that the report included a combination of new approvals, removals where need had ceased, formalisation of existing advisory bays, and deferrals where further investigation was required. It was clarified that “formalisation” related to where
advisory markings had previously been installed to meet urgent needs, with the
