Questions from County Councillors Any county
councillor may, by giving notice to the Proper Officer by 9 am two working days
before the meeting, ask a question on any matter in respect of the Cabinet
Member’s delegated powers. The number of
questions which may be asked by any councillor at any one meeting is limited to
two (or one question with notice and a supplementary question at the meeting)
and the time for questions will be limited to 30 minutes in total. As with
questions at Council, any questions which remain unanswered at the end of this
item will receive a written response. Questions
submitted prior to the agenda being despatched are shown below and will be the
subject of a response from the appropriate Cabinet Member or such other
councillor or officer as is determined by the Cabinet Member, and shall not be
the subject of further debate at this meeting. Questions received after the
despatch of the agenda, but before the deadline, will be shown on the Schedule
of Addenda circulated at the meeting, together with any written response which

Drug and Alcohol Education Service Forward Plan Ref: 2017/037 Contact: Kate Holburn, Head of Commissioning Drugs and Alcohol Tel: 07825 052768 Report by Strategic Director for People & Director of Public Health (CMDPH4). The Drug and Alcohol Education Service is provided by the Training Effect and the contract has run from January 2014 to December 2016 when it was extended for a further year. The contract end date is the 31st December 2017. The service provides direct delivery of substance misuse / risky behaviours education to young people in secondary schools in years eight and nine but also other year groups as schools require. The service includes an anonymous survey carried out before the provider delivers the sessions. There are two programmes, one a universal skills development and one more targeted for children who may be already identified as needing further support. Schools are not obliged to use the service, but all but 3 universal schools do and 2 special schools. The request is to extend the contract beyond the end date of 31st December 2017, for a further 15 months until 31st March 2019. The Cabinet Member for Public Health & Education is RECOMMENDED to
approve this exemption from the Council’s Contract Procedure Rules. |
