The report presents responses
received to a statutory consultation to introduce a 20mph speed limit in place
of the existing 30mph limit at Holton village put forward by Holton Parish Council in response to concerns over road
safety and the wider adverse impact of traffic on residents.
The
Cabinet Member for the Environment is RECOMMENDED to approve proposals to
introduce a 20mph speed limit in place of the existing 30mph limit at Holton
village as advertised.

The Cabinet Member for
Environment considered (CMDE9) proposals for and responses received to a
statutory consultation to introduce a 20mph speed limit in place of the
existing 30mph limit at Holton village put
forward by Holton Parish Council in response to concerns over road safety and
the wider adverse impact of traffic on residents.
Responding to the Cabinet Member’s comments regarding the objection by
the police but other expressions of local support Mr Kirkwood confirmed that of
the 3 speed surveys carried out 1 had complied with quidelines for introduction
of a 20mph limit and 2 had been marginally above. However, as the road was
largely used by local traffic and not recognised as a through route for traffic
he felt able to recommend that it should proceed adding that the parish council
who were funding the scheme while accepting that it would be a sign only scheme
with no enforcement felt that it sent out the right message to road users.
Having regard to the information set out in the report before her and the
representations made to her at the meeting the Cabinet Member for Environment
confirmed her decision as follows:
to approve proposals to introduce a 20mph speed limit in place of the existing 30mph limit at Holton village as advertised.
