The
report presents objections and comments received in the course of a statutory consultation
on proposals to construct a raised junction table at the crossroads junction of
Broad Street with Parks Road, Holywell Street and Catte
Street, Oxford.
The Cabinet Member for the Environment is RECOMMENDED to
approve the implementation of proposals as advertised.

The
Cabinet Member for Environment considered (CMDE5) objections and comments
received in the course of a statutory consultation on proposals to construct a
raised junction table at the crossroads junction of Broad Street with Parks
Road, Holywell Street and Catte Street, Oxford.
Simon
Hunt (Cyclox) supported the proposals as an interim
measure but preferred designs incorporating shared space which prioritised
cyclists and pedestrians. He supported removal of the signals, introduction of
measures to effectively limit the speed of vehicles approaching and entering
the junction and called for further monitoring following installation to gauge the
scheme’s effectiveness
Mr Tole
confirmed that the County Council were contributing to the cost of this scheme
along with the City Council and University. There had been several iterations
of the scheme with an obvious desire by all parties to secure safety improvements
at this junction while recognising the visual sensitivity attached to this part
of the City. Levels of support currently being expressed seemed to suggest that
this scheme did that while offering something which was deliverable,
enforceable and dealt with issues of speed. There had been some objections to
the removal of the lights even though they had not been operational for 9
months and had no pedestrian facility. The scheme would be monitored with the
wider proposals for Broad Street very much in mind.
The
Cabinet Member for Environment recognised the levels of support for the scheme
and that it formed part of the long term aims for Broad Street. Therefore
having regard to the information set out before him in the report and
representations made to him he confirmed his decision as follows:
to
approve implementation of a proposed junction table – Broad Street junction
with Parks Road, Holywell Street and Catte street –
Oxford as advertised.
