The Cabinet member considered the results of a public consultation on a series of measures on the A417, Winnaway and A4185 to improve safety and access for walkers, cyclists and equestrians between the two halves of Harwell parish.
The Cabinet Member noted:

an email from Councillor Zoe Patrick (Grove
& Wantage) in which she expressed support for the
scheme which although not in her division did impact on the A417 junctions which
were used by many of her constituents.
She considered it a valuable link and hoped that in the future there
could be a full connection along the A417 for cyclists from Wantage and
Grove to access the key employment sites in the area, which would have a huge
impact on the traffic on that busy route. Her email referred to the
campaign by the cyclists group HARBUG who were regularly campaigning for a good
cycle route to work, and from her work on the LTP4 Group she hoped that some
funding might be gained for this long-term scheme especially in the light of
all the new housing developments planned for the area.

large body of support expressed by both local residents and landowners and
local user groups.
Having regard to the arguments and options set out in the documentation before him and the representations made to him the Cabinet Member for Environment confirmed his decision as follows:
To approve the proposals as shown in Annex 1 to the report CMDE4 and to progress to detailed design and delivery in 2014/15.
