The Speedwell House project was
re-baselined for both cost and programme against the revised scope in November
2025 (refurbishment and remodelling of existing building). The revised design
avoids work in the ground therefore removes the risk of archaeology discovery.
To achieve both budget and programme it has been determined that an Early Works
package needs to be instructed to enable construction work to commence early
and in advance of full business case approval.
The key benefits to the instruction of these early works include avoidance of a
delay of up to 4 month to completion, and, placing early orders for several
large packages will help to reduce the impact of inflation caused by the Middle
East situation.
