Questions from County Councillors Any county councillor may, by giving notice to the Proper Officer by 9 am three working days before the meeting, ask a question on an item on the agenda.
The number of questions which may be asked by any councillor at any one meeting is limited to two (or one question with notice and a supplementary question at the meeting) and the time for questions will be limited to 30 minutes in total. As with questions at Council, any questions which remain unanswered at the end of this item will receive a written response.

The Cabinet Member is RECOMMENDED to:
a) Approve procurement (up to 3 contracts) for the collection, transport and treatment of leachate generated from the following landfill sites:
i. Dean Pit ii. Dix Pit iii. Oakley Wood
b) Delegate the contract award and any negotiations with our contractors, Fomento de Construcciones y Conrates (known as FCC Environment UK Limited, in connection with the contract for Dix Pit), to the Director of Environment & Highways.
Minutes: The Chair introduced the item to the meeting and invited officers to raise any points about the report.
It was commented that this procurement would give the County Council greater control over the service than is currently the case. The Chair noted the length of the contract gave a future unitary council(s) flexibility when the County Council ceased to be in existence, in whether to continue the contract or forge their own path.
The Chair commented that two of the sites proposed were already closed but that the County Council had statutory obligations to clear leachate from the sites.
The Chair thanked officers and agreed to the recommendations in the report.
RESOLVED to:

HIF1 Didcot Science Bridge Contractor Appointment

The information in this case is exempt in that it falls within the following prescribed categories:
3. Information relating to the financial or business affairs of any particular person (including the authority holding that information)
and since it is considered that, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
The annex containing exempt information under the above paragraph is attached.
The Cabinet Member is RECOMMENDED to:
a) Approve the award of a contract for the construction of Didcot Science Bridge Scheme under the HIF1 programme to the Preferred Bidder; and
b) Authorise the Director of Environment and Highways to finalise the contract terms and enter into a construction contract with the Preferred Bidder for the Didcot Science Bridge (DSB) scheme under the HIF1 programme.

Officers confirmed that extensive procurement processes had taken place and that funding was in place for the scheme.
The Chair asked officers how residents, local Councillors and other local Councils would be kept informed of developments and the progress of the scheme. It was confirmed that drop-in events had been held recently, as well as a planned regular e-newsletter with the latest information.
The Chair thanked officers and agreed to the recommendations in the report.
